Poverty is a universal social problem faced by developing countries,and poverty eradication is a major realistic issue for these governments.Since 1986,China has implemented the policy of poverty alleviation and development,which has been going on for more than 30 years,from regional development and targeting of poverty-stricken counties(villages)to poverty alleviation in contiguous poverty-stricken areas and whole villages,to precise identification of poverty-stricken objects for poverty alleviation,China has made unremitting efforts in poverty alleviation and made brilliant achievements.“Accurate Poverty Alleviation”is the first important suggestion made by General Secretary Xi Jinping for poverty alleviation work in China when he visited Hunan Xiangxi in November 2013.The "precise poverty alleviation" work is based on summing up the poverty alleviation work in the past and based on the actual poverty situation that China is currently facing.It is a major strategic shift in poverty alleviation work in China.We are required to implement accurate identification,precise assistance,precise management,and accurate assessment in poverty alleviation work.This is also the key and key point of China's poverty alleviation work.Poverty alleviation is not only an economic development policy,but also a political task when implemented at the grassroots level,which is inseparable from rural governance.With the continuous advancement of accurate poverty alleviation in rural areas,rural residents'understanding of policies has become more and more in-depth.and they have also paid great attention to the development and operation of poverty alleviation work.How to do a good job in poverty alleviation in rural areas,fight poverty alleviation,and truly help poor people and poor villages,how to maximize the efficiency of poverty alleviation under the existing rural structure is still the main concern of our government.In the past five years,the development of precision poverty alleviation across the country has achieved brilliant results.However,after the implementation of precision poverty alleviation into rural areas,there have been some social unexpectd phenomenon.What impact did these phenomenon have on rural society?What are the policy recommendations for improvement based on phenomenon and impact?For the above problems,this article will proceed from the perspective of political sociology,taking Shicun County of Qing County as a case,with the implementation and progress of the precise poverty alleviation policy as the main line,and sort out the implementation background and process of Shicun's precise poverty alleviation policy.Through the investigation and interview of poor households,non-poor households and grassroots party organizations in Shicun,and the exchange and discussion with the director of poverty relief office in Qingxian county where Shicun is located,the targeted poverty alleviation work in Shicun was deeply analyzed and discussed,the study found that when the precision poverty alleviation policy entered the village from the top down,the following unexpected phenomenon occurred:Farmers are competing for poverty quotas,and lazy people are not assisted.Poor households are reluctant to withdraw from poverty.The idea of "waiting,relying on,and asking" is serious.These unexpected phenomenon lead to the negative effects of rural declining conditions,rural disorder,unfair atmosphere,low villagers' trust in village cadres,and low levels of rural social development.Through the analysis of these unexpected phenomenons,the suspension design of policies,the implementation of deviations,the guarantee of lack of protection,the cultural poverty of farmers,and the transformation of rural structure are all causes of social unexpected phenomenon.At the same time,we need to be wary of the impact of policy development from top to bottom on rural society.In the governance of rural society,it is necessary to combine the basic situation of rural social structure,to meet the needs of grassroots development,and to play the bottom role of rural society from the bottom up,in order to improve the precise poverty alleviation policy and better realize the modernization of rural governance.
