With the rapid development of China's economy,commercial Banks have entered a new era,playing an important role in China's economic activities.Rural commercial bank is an important part of China's commercial banking institutions,for their own profits thin,poor innovation consciousness,backward management system and so on factors,under the "new normal" economy,will face many challenges.The healthy development of rural commercial Banks will affect the sustainable development of rural areas,the improvement of agricultural level and the increase of farmers' income.Internal control is a key link in the operation of commercial Banks,a necessary means to prevent the risks of commercial Banks and a basis for the normal operation of commercial Banks.Experience tells us:control is strong,control is weak,control is chaos.In recent years,with the continuous development of Internet finance and technology finance,the internal control of commercial Banks is of vital importance.Therefore,strengthening internal control will escort the steady development of rural commercial Banks.This paper with A rural commercial bank as the research object,on the basis of combing the present situation of internal control,studied the problems existing in the internal control,and puts forward the optimization of A rural commercial bank internal control ideas and measures.The paper is divided into six chapters.The first chapter is the introduction.which introduces the research background,significance,current research situation at home and abroad,research ideas,methods and innovation points.The second chapter for related theoretical basis and the standard system,combing the theory of cybernetics and system theory,risk management,etc.,and foreign internal control standard system,five ministries and the enterprise internal control standard system,our country banking internal control related specification.The third chapter from the internal control environment,risk identification,assessment,internal control measures,information communication and feedback,and supervision and evaluation and correction,etc.,the paper analyzes the current situation of A rural commercial bank internal control;Based on the business process,this paper analyzes the internal control status of A rural commercial bank,and highlights that each line of business of the basic institution is the key point of internal control.The fourth chapter studies the problems of A rural commercial bank internal control,including internal control consciousness,the internal control system,execution?information communication,human resources issues,etc.C hapter 5 proposes an optimization scheme for the defects in the internal control of A rural commercial bank.Finally,the conclusion is drawn as the basis for establishing the internal control of A rural commercial bank.In view of the above problems,we put forward the ideas and measures to optimize the internal control of A rural commercial bank.Build internal control corporate culture and improve the construction of human resource system;Strengthening the construction of management's internal control ideology;To optimize the internal control evaluation work,including establishing a perfect risk assessment system,optimizing the internal control risk assessment method,improving the internal control talent reserve system,and optimizing the risk control procedures;Optimize the system of control activities,including strengthening the management of control activities and setting up authorized personnel reasonably;Optimize information exchange channels,including improving information construction and establishing a comprehensive information sharing platform.In this paper,through the study of the research and analysis of A rural commercial bank,in order to the whole rural commercial Banks in establishing the internal control and improve the internal control management,guard against risk at the grass-roots level to provide the reference,to improve the competitiveness of the rural commercial bank,promote the stable development of rural commercial bank.
