Social Evaluation Of The Influencing Factors Of The Performance Of Public Private Partnership Projects And Improving Countermeasures

The application of public private partnership can fully utilize the resources,and comprehensively and effectively carry out project performance management through the cooperation of many stakeholders,which can better achieve the multi-party win-win effect.Most of the public private partnership projects are infrastructure construction projects which related to people's livelihood.Introducing social capital and diversified investment in the construction of urban infrastructure,can give play to the advantages of government departments and the private sector,and achieve the dual goals of social welfare and economic benefits.Improving the ability of urban sustainable development is an inevitable trend of national construction and development.This paper selects the performance of government and social capital cooperation projects as the research object,and the content is divided into theoretical research and empirical research.In terms of theoretical research,it first analyzes the principle of government failure and the basis of the new public management theory on the development of government and private cooperation.Then,based on the theoretical research results of performance evaluation theory and performance evaluation system,combined with the actual situation of government and social capital cooperation in the framework of laws and regulations and industry norms,the system of factors affecting the performance of public private partnership in China and the factors' mechanism of performance.Through extensive social surveys,this paper collects data on the factors affecting the PPP performance of different groups of people.After the test,the entropy weight method is used to return the questionnaire data of 68 indicators layer by layer,the weight of each influencing factor is assigned,and the scores of each level index are calculated hierarchically.According to the evaluation index system constructed in the article,select the first-level and second-level indicators to invite relevant experts to conduct scoring and in-depth interviews.Analyze the impact of each indicator on total performance by using AHP,and sort out the factors to find out the most critical factors affecting the performance of government and social capital cooperation.Through research,it is found that the two dimensions of project performance,system and environment have the greatest impact on project performance,followed by participant capacity,planning and contract.Among the weight rankings of 16 secondaryindicators,social benefits,natural environment,user experience,PPP project characteristics,economic benefits,social environment,and management system have the most significant impact on project performance levels.Finally,based on the empirical results,the performance improvement proposals are proposed from the main participants of the government and social capital cooperation projects,namely the government party,the social capital party and the project company.
