Study On Poverty Alleviation Of Rural Tourism-the Case Of Kazuo County,liaoning Province

Practicing the concept " lucid waters and lush mountains are invaluable assets " and implementing the tourism poverty alleviation strategy are the main ways for the poor people in Kazuo county of Liaoning province to achieve a well-off society in an all-round way.Kazuo county is a Mongolian autonomous county of Liaoning province.It locates in western Liaoning,which has bad climate,inconvenient transportation,backward economic development,the incidence of poverty is typical.During the 13 th five-year plan period,there were 69 provincial-level impoverished villages,17 city-level impoverished villages,10141 registered poverty-stricken households and 23199 poverty-stricken people,The poverty rate is 6.5%.Tourism,being a sunrise industry,plays a more and more important role in getting rid of poverty,promoting economic development,solving surplus labor force,expanding domestic demand and alleviating ecological problems.It has become an effective measure to promote regional economic development.Studying the local historical and cultural resources,heritage and geography with the concept of sustainable development and common prosperity,the green and ecological benefits are sustained and the total amount is huge,it can play its advantage and help people gain wealth.In the process of poverty alleviation,we must combine ecological protection with economic development,make the two organically unified and coordinated,and better realize the ecological beauty and people’s wealth.Thus,tourism poverty alleviation is undoubtedly the best way to get rid of poverty in this region.Combined with current background and situation,this study reviews relevant literature and theory at home and abroad.The concept,principle,mode and influence relevant to poverty alleviation of rural tourism are analyzed,the connotation is summarized.Based on the tourism multiplier theory,stakeholder theory and sustainable development theory,this study focuses on the detailed investigation and analysis relevant to poverty alleviation of rural tourism in Kazuo county,comprehensive evaluation has been made,main problems and difficulties in the development process has been concluded.Mainly thorough "SWOT analysis model",this study summarizes the suitable development path for Kazuo county of Liaoning province.By analyzing the advantages,disadvantages and basic conditions of local tourism poverty alleviation,the major problems are solved.In view of various problems encountered in the development of tourism poverty alleviation,the aim and thoughts has been confirmed.In order to fully present the role of tourism poverty alleviation,realize the sustainable development of economy and the improvement of people’s living standard in Kazuo county of Liaoning province,the aim,measures for promoting tourism poverty alleviation development and giving full play to the leading role of government functional departments has been put forward.Poverty alleviation of rural tourism is a green industry.From "poverty alleviation" to "fostering the wisdom" and "strengthening the will",realizing truly alleviate poverty,alleviate true poverty and liberate from poverty truly,the ultimate goal is to let the poor get rid of poverty and become rich.To grasp the core of tourism poverty alleviation in Kazuo county,let the poor gain great benefit in tourism development,change "blood transfusion" into "blood production",the crucial point is to let the poor actually get involved in,alleviate poverty to the root and right place,let the poor gain great benefit as soon as they get rid of poverty through poverty alleviation of rural tourism.
