In 2016,the outline of the 13 th five-year plan for national economic and social development clearly stated that we should thoroughly implement the strategy of innovation-driven development and establish a inclusive policy system to support innovation.To this end,governments at all levels,from the central to local levels,have formulated a series of fiscal and tax preferential policies to encourage enterprises to carry out R&D activities,so as to realize the transformation and upgrading of traditional industries and the rapid development of emerging industries.As a representative of emerging industries and a booster for the transformation and upgrading of traditional industries,the information technology industry is characterized by intensive knowledge,fast technology update speed and high added value of products.This industry has high requirements for enterprises’ R&D input and innovation level,and thus enjoys many preferential tax policies.Based on the above,this paper decide to study the preferential policies about enterprises income tax which are applicable to information technology enterprises.And this paper will conduct research in accordance with the paradigm of "tax incentives-corporate behavior-economic results".the research is focused on validation of the correlation between China’s information technology enterprise income tax preferential policies,R&D input and enterprise performance,and considering the intermediary effect and hysteresis effect of R&D.It is expected to find out the weakness of the current preferential income tax policies in the process of promoting information technology enterprises’ R&D input and improving the performance of enterprises,put forward the corresponding improvement measures,and promote the development of information technology enterprises.Firstly,this paper use a range of economic theories,including the market failure theory,the fiscal and taxation policy regulation theory and so on,to construct a complete theoretical framework,which demonstrates the necessity,rationality and effectiveness of using tax incentives to stimulate the innovation of information technology enterprises.Secondly,we systematically sort out the preferential income tax policies applicable toinformation technology enterprises in China,and make a qualitative analysis of the current situation of information technology enterprises in China in terms of the intensity of tax incentives,the intensity of R&D input,and the level of enterprise performance.Based on this,we found out the existing problems of Chinese current enterprise income tax preferential policies in terms of rationality,coordination and legislation level.Finally,empirical tests are conducted on the core issues of this paper with relevant data of listed companies in information technology industry,and the following conclusions are drawn:1.R&D incentive income tax preferential policies can significantly improve the performance of information technology enterprises;2.To some extent,R&D incentive income tax preferential policies can promote the R&D input of information technology enterprises;3.For information technology enterprises,the promotion effect of R&D input on enterprise performance has significant lag effect;4.In the short term,the R&D input of enterprises plays a negative masking effect rather than a positive mediating effect in the process of “ income tax incentives improving the performance of information technology enterprises”.According to the above analysis,this paper gives the following Suggestions:1.Improving tax incentives for enterprises in the initial stage of R&D;2.Further improving the additional deduction policy for R&D expenses;3.Establishing a research and development reserve system;4.Strengthening the integration and simplification of income tax preferential policies;5.Strengthening tax legislation to enhance the continuity and relative stability of policies;...
