To explore the establishment of long-term nursing insurance system is a strategic measure to deal with the aging population and promote social and economic development.Under the impetus of the state policy,Qingdao City took the lead in the pilot work on long-term care insurance as early as 2012.The long-term care insurance system,which has been piloted in 15 regions of the country,is designed to meet the care needs of the entire population and is an important guarantee of a happy and dignified life for more disabled persons in need of care.This paper examines the basic conditions of the pilot cities of long-term care insurance,represented by Qingdao,Jingmen,Suzhou and Nanchang,and compares and analyzes the target groups,financing methods,assessment tools for disability,and payment standards.It has been found that there are problems such as ununified coverage,lack of independent funding channels,and inconsistent evaluation standards and payment standards.In order to solve the problems in the construction of the long-term nursing insurance system in China,the following suggestions are put forward based on the practical experience of the long-term nursing insurance system in Japan,Germany and South Korea:First,the reasonable definition of long-term care insurance coverage can be set at 16 to 60 years of age for all citizens,after which the delayed retirement policy can be flexibly changed.Second,we advocate the establishment of a multi-funded financing mechanism independent of the medical insurance fund,according to the criteria for financing urban workers and urban and rural residents.The financing of poor and disabled people is subsidized by the government in different proportions.Thirdly,we should establish uniform criteria for assessing the degree of disability,establish detailed evaluation levels,and strictly standardize the assessment procedures.Fourth,formulate reasonable payment standards,according to the community home care,institutional care and hospital medical care to give different payment standards. |
