Research On The Impact Of Fiscal Expenditure On The Economic Transformation Efficiency Of Resource-based Cities

The report of the 19th National Congress of the Communist Party of China pointed out that China's economy is in a critical period of transforming its development mode,optimizing its economic structure,and transforming its growth momentum.Promoting economic transformation and upgrading has become China's leading direction in current and future development.How local governments realize the economic transformation of resource-based cities has become an important link in China's current economic transformation.In the economic development of China in recent decades,the role of resource-based cities is indelible,but due to the low level of resource utilization and the destruction of the ecological environment,it is difficult to form an internal driving force.It is extremely urgent to realize the economic transformation of resource-based cities.Local fiscal expenditure is an important guarantee for promoting the economic transformation of resource-based cities-Studying how local fiscal expenditures improve their economic transformation efficiency has certain practical guiding significance for the sustainable development of resource-based cities.This paper mainly studies the scale of fiscal expenditure and the structure of fiscal expenditure.The per capita fiscal expenditure is used to represent the scale of fiscal expenditure.The expenditure of education expenditure,science and technology expenditure' administrative management expenditure and investment expenditure respectively account for the total expenditure of the financial expenditure.Structural preferences reflect the local government's investment in resource-based urban economic transformation in terms of human capital,technology research and development,social management,and material capital.From the theoretical level and the empirical level,the paper explores the scale of fiscal expenditure,the impact of education expenditure,science and technology expenditure,administrative management expenditure,and investment expenditure on the economic transformation efficiency of resource-based cities.In the theoretical part,the definition of resource-based urban economic transformation efficiency is based on the comprehensive research results at home and abroad.It is considered whether the resource-based city can reduce the dependence on the local superior resource industry with the least resource consumption and economic input under the premise of ensuring steady economic growth.Ecological environment to achieve economic transformation.Theoretical analysis of the impact mechanism of fiscal expenditure scale and structure on the economic transformation efficiency of resource-based cities.In the empirical part,the central region covers four major types of resource-based cities and is a typical region for resource-based cities.Therefore,taking the central region as an example,this paper uses the data from 2008 to 2017 to elaborate on the current situation of fiscal expenditure and economic transformation efficiency of 37 resource-based cities in the six central provinces.Among them,the economic transformation efficiency is calculated by using the super-efficient DEA model,and is analyzed and compared from the provincial level and the municipal level.Finally.an empirical model is constructed to explore the impact of fiscal autonomy.fiscal expenditure scale,and fiscal education expenditure on the economic transformation efficiency of resource-based cities.The empirical research conclusions of this paper are basically consistent with the theoretical research results,including the following aspects:First,the increase in the scale of fiscal expenditure has a significant effect on the efficiency of economic transformation.The short-term product processing chain and the destruction of the ecological environment caused by the development of the resource industry require strong financial support.Second,in the structure of fiscal expenditure,the structure of education expenditure has a weaker effect on the economic transformation efficiency of resource-based cities;the role of science and technology expenditure structure is positive but not significant;the structure of administrative management expenditure and the structure of investment expenditure on economic transformation efficiency Has a significant inhibitory effect.Based on the above theoretical analysis and empirical analysis,the following fiscal policy recommendations are proposed:orderly expansion of fiscal expenditure scale;optimization of fiscal expenditure structure,mainly including the following aspects:improving the coupling between education expenditure and industrial institutions,and increasing the investment of science and technology expenditures in emerging industries.Strictly control the scale of administrative management expenditures,adjust the structure of government investment expenditures,and formulate fiscal policies that are coordinated with market mechanisms.
