Since the reform and opening up in 1978,China has achieved long-term,stable economic growth.The “Chinese miracle” is attributed to the technology import from the developed countries on the basis of opening up to the outside world,while the economic system is reforming towards marketization.People’s Republic of China’s initial understanding of the Western economy originated in the “4.3 Billion Dollars Plan” in the 1970 s.This program is the import of industrial equipment from developed countries,especially the import of equipment and technology in petrochemical,steel and electric power.The purpose of the import program is to promote the development of light industry and agriculture and alleviate the shortage of consumer goods.The “4.3 Billion Dollars Plan” was officially proposed from 1973.By 1982,the signing of the project was completed and put into production.It laid the industrial and technical foundation for the adjustment of economic structure and the reform and opening up in the 1980 s,and accumulated valuable experience in the field of international trade.This program also promoted the formation of the reform and opening up policy.The products of the “4.3 Billion Dollars Plan” projects,especially chemical fiber and chemical fertilizers,played an important role in promoting the cancellation of the ticket system when promoting the output of light industry and agricultural,and further supported the market-oriented reform.This paper uses the combination of empirical analysis and normative analysis to analyze the implementation of the “4.3 Billion Dollars Plan” from the background of implementation,the introduction of projects,the characteristics of the process,and the impact on economic growth during the period from 1973 to 1993.Within the relevant relationship between the output of the “4.3 Billion Dollars Plan” related project products and economic growth,statistical analysis was carried out to clarify the role of the “4.3 Billion Dollars Plan” for China’s economic growth and Reform and Opening-up.After combing and analyzing this economic development history,the author proposes the “4.3 Billion Dollars Plan” for the reference of China’s current economic development,pointing out that it is necessary to introduce technology suitable for its own level of economic development,and to digest and absorb the introduced technology while enhancing the ability of independent innovation,as well as to pay attention to the choice and layout of the imported technology in different regions.The structure of this paper is as follows: The first chapter is the introduction.In this chapter,we propose the background of the “4.3 Billion Dollars Plan” and the meaning of the topic.Then we make literature review on the arguments among the academic community whether the technology introduction promotes economic growth as well as on the “4.3 Billion Dollars Plan”.Next,we show the research ideas and research methods,pointing out possible innovations and deficiencies.In the second chapter,we explain the effect of technology introduction on economic growth from positive and negative effects,and lay a theoretical foundation for analyzing the “4.3 Billion Dollars Plan”,this technology introduction program.In the third chapter,we discuss the general situation and influence of the “4.3 Billion Dollars Plan”,from the background of the planned economy and ticket system,the political-economic cycle,the international trade environment,which is the background of the “4.3 Billion Dollars Plan”.Then we discuss on the industrial import of the “4.3 Billion Dollars Plan”,the choice of layout location,trade mode,and construction mode.On this basis,we analyze the impact of the “4.3 Billion Dollars Plan” on China’s industrial,agricultural,foreign trade and economic system reforms.And we also point out the problems and shortcomings of the “4.3 Billion Dollars Plan”,the technology introduction program,as well as the negative impact on China’s economic growth.The fourth chapter selects the indicators of the relevant industrial sector’s product output and China’s per capita GDP in the “4.3 Billion Dollars Plan” from 1973 to 1993,and conducts empirical analysis to judge the project of “4.3 Billion Dollars Plan” project completed and put into production.It shows that the output of the product is synchronized with the growth rate of per capita GDP,thus indicating the impact of the introduction of the “4.3 Billion Dollars Plan” on China’s economic growth.In the fifth chapter,we explain the enlightenment of the “4.3 Billion Dollars Plan” to the current Chinese economy from the choice of technology import,the relationship between technology import and independent innovation,the regional layout of imported technology,and the relationship between the technology import and the economic system reform.The final chapter is the conclusion,summarizing the role of the “4.3 Billion Dollars Plan”,the technology introduction plan for China’s economic growth,and proposing what can be discussed in depth. |
