Influenced by the changes of international economic environment and other political factors,Taiwanese enterprises have been showing an obvious trend of change in the regional selection of foreign investment.Especially in recent years, the political situation between the Taiwan Strait has undergone major changes, while the mainland's economy has entered the"new normal" and th e comparative advantage of th e original labor-intensive in dustries has gradually lost,Taiwanese enterprises have gradually started to transfer to Southeast Asia. This thesis aims to conduct a comprehensive study on the evolution of Taiwanese enterprises' outward foreign investment distribution,to explore the major factors affecting it in detail,so as to make a reasonable speculation on the future distribution of Taiwanese enterprises' foreign investment, and also find whether Tsai Ing-wen's "New Southbound" policy conforms to the laws of economic and if it's possible to succeed. Therefore, from the perspective of global value chain, this thesis explores the correlation between the evolution of Taiwanese enterprises' outward foreign investment distribution and the global trend of industrial transfer.Based on the data of input-output table, this thesis makes a concrete analysis of the global industry relevancy be' tween Taiwan and other regions in the world. Finally,it is found that although Taiwanese Enterprisesinvestment in Southeast Asia has had a certain degree of negative impact on its investment in the mainland in recent years, which is particularly evident in traditional industries, the mainland has become an important link connecting the major economies of East Asia, and as a key role in the global value chain,it has become an unavoidable investment destination for Taiwanese enterprises, even if they transfer their industries to other regions, there will still be inextricable ties with the mainland. Moreover, the growing economic and trade links between the mainland and the surrounding areas have largely led the direction of Taiwanese enterprises',regional selection. Therefore, the Taiwan authorities' plan to reduce their dependence on the mainland through the "New Southbound" policy is against the trend of global economic development, and will certainly not succeed.
