Research On The Regulations Of Bike Sharing

Along with the development and combination of the technologies of the internet,big-data,cloud computing and electronic payment,sharing economy emerges as the time requires and has attracted huge investments from the capital.In the second half of 2016,the shared bikes,as a new bike-sharing syste,m renounced the world splendidly,and expanded rapidly in all major cities.In 2017 the shared bikes came into service in Nanjing and the quantity of the licensed shared-bikes had reached 317,000 by early 2018.The rapid development of the shared-bikes could slow down the huge traffic pressure of traffic system,solve the problems of citizen's issues of short-distance traffic issues,and promote the energy-saving and emission-reduction.However in the meantime,it caused some new conflicts and challenges such as the over put of the bikes,invading public spaces and the risks of user's deposits.On July 20th 2017,Nanjing government issued the<Comments on guiding and regulating the development of e-rent bikes(trail)>,and came up with clear requirements from department duty,market access,technical quality,market withdrawal,publicity and guidance etc.However seeing from the actual cases,the effect of Nanjing government's regulation is still not unsatisfied,this indicated that Nanjing government's regulations on shared-bike industry is not perfect enough.Therefore it became necessary to study the regulations of shared-bikes in Nanjing and to rise reasonable and proper policies.By reviewing the concerning literatures,based on interviews,questionnaire survey,literature studying and researching,comparative analysis and other research methods and public interest theory,regulatory capture theory,competitive market theory,incentive regulation theory etc,and combining the actual cases in Nanjing city,this article carried out in-deep analysis on the issues and the reasons that occurred in the shared-bikes government regulations,combining the experiences of the countries and cities both home and abroad,this article also raised several feasible countermeasures.Firstly,we realized that in the development of Nanjing's shared-bikes,the issues of market failure and governance disorder appeared,including enterprises'over-put into the market,the shortage of operation and maintenance mechanism,lack of supervision on deposit,and disorderly parking of bikes,illegal privatization of the shared-bikes,users' violation of ridding,etc.Proper government regulations undoubtfully has positive effect,on the basis of the investigation,we discovered that there are some problems in market entry regulation,service quality regulation and market withdrawal regulation in Nanjing's governmental regulations on shared-bikes,these problems includes the insufficiency of legislative protection,imperfection of quality system,the unsound of market withdrawal system and unfulfillment of measurements,etc.The major reason of above mentioned issues is because of the information bias,regulatory capture and path dependency.Aiming at the issues that occurred in Nanjing's government regulations on shared-bikes,the experience of government regulations in countries of the USA,France,Singapore and the cities of Beijing,Shanghai,Chengdu etc,and has provided us the enlightenments and benefits for the effective mechanism.In this article,we believe that in Nanjing's governmental regulations on shared-bikes,the legislative protection shall be strengthened,and it shall take both definiteness and fuzziness into consideration as well,and the regulations shall also prevent excessive government intervention,strengthen the enterprises operational and maintenance responsibility,and shall strengthen the quality regulation,perfect the quality standard system,establish industrial standards for the groups,and shall perfect the withdrawal mechanism,including shall perfect the administrati-ve withdrawal mechanism,and set the time line for the vehicle scrapping,and shall implement supervision,and strength the supervision on the deposits and down payments,and shall innovate the excitation mechanism.
