Research On Financial Support For Socialized Services Of Agricultural Production In Dongying City

In the process of our country's development from decentralized management with small farmers as the main part to modern agriculture,scale is indispensable,and the socialized service of agricultural production is an effective means to form scale.Taking Dongying City as an example,this paper makes an in-depth study on the problem of financial support for agricultural production socialization service.After a comprehensive review of the current financial support policies,projects and funds,the scale and specific support methods of financial support for agricultural production socialization service funds in the past three years have been sorted out.Among them,the main investment areas are: special funds for socialized agricultural production services,agricultural mechanization,integrated control of plant and animal diseases and pests,agricultural scientific research,agricultural technology promotion and farmers' training,quality safety of agricultural products and brand cultivation of agricultural products,resource utilization of agricultural waste and ecological environment protection,supply and marketing services,agricultural financial services.With the vigorous support of financial funds at all levels,the social service system of agricultural production in Dongying City has developed well,which is mainly manifested in the following aspects: the continuous improvement of the level of agricultural scale development and the vigorous development of social service organizations;agricultural mechanization level has been continuously improved,specialization of pest and disease prevention and control has been further promoted;agricultural science and technology service capacity has been continuously strengthened,and the brand building of agricultural products has achieved remarkable results;the level of utilization of waste materials has been continuously improved,the agricultural ecological environment has been continuously improved;agricultural financial services have been constantly innovated.Through the research,we also found the problems existing in the social service of financial support for agricultural production in Dongying City: financial support projects are scattered,lack of overall planning;lack of autonomy at the grassroots level,individual projects can not be tailored to local conditions;support among various service links is unequal,part of the service content is less supportive;lack of perfect feedback mechanism for the benefit of fund use.After analysis,the main reasons for these problems are that the management system of financial funds for agriculture is not smooth,it is difficult to form policy synergy,intergovernmental powers and expenditure responsibilities are not clearly distinguished,and the concept of financial funds performance management has not really been established.Finally,according to the existing problems and the causes,the paper puts forward the countermeasures and suggestions of financial support for agricultural production socialization service in Dongying City: reforming the fund management mode,coordinating and integrating the financial funds related to agriculture;perfecting the division of power and expenditure responsibility,increasing the proportion of general transfer payment;according to the present situation of socialized agricultural production service,the key problems and key links should be solved;perfecting the mechanism of financial investment,strengthening fund management and performance evaluation.
