Research On The Current Situation,Problems And Countermeasures Of Utilizing Foreign Capital In Hebei Province

Since the 1990 s,with the development of modern information technology,the relationship between countries has become increasingly close,economic globalization has become the consensus of all countries.The rise of multinational corporations make foreign investment become an important engine of national economic development.In recent years,despite the signs of trade protection rising,globalization is still the direction of the future development of the world economy.All countries around the world,especially developing countries,are increasingly open to foreign investment,and it is becoming increasingly fierce.With the deepening of China's opening up to the outside world and the steady advancement of the Belt and Road,China's total foreign direct investment has grown rapidly,and it has become the largest developing country in terms of foreign investment.Foreign capital has become one of the important driving forces for the country's economic development.In this context,since 2000,the utilization of foreign capital in Hebei Province has progressed rapidly,including the scale and quality,which has greatly promoted the economic development of Hebei Province.With the continuous deepening of the Beijing-Tianjin-Hebei Cooperative Development Strategy and the promotion of the Belt and Road,Hebei Province has ushered in new opportunities for foreign investment and economic development.At the same time,however,the problems in the process of using foreign investment in Hebei Province have become increasingly prominent.The purpose of this paper is to analyze this and provide practical suggestions for the future use of foreign investment in Hebei Province to promote the sound development of Hebei's foreign economy.The paper first introduces the relevant theories of foreign investment,and provides a theoretical basis for the later research and analysis.These theories mainly include gap theory,international direct investment theory,neoclassical growth theory and so on.Then it analyzes the specific status and problems of using foreign investment in Hebei Province.This part analyzes the scale,structure and effect of foreign investment in Hebei Province and compares it with other provinces.It elaborates on the problems of using foreign capital in Hebei Province at present and the reasons for these problems.Through research,it is found that the following major problems exist in the utilization of foreign capital in Hebei Province: the unreasonable structure of foreign capital industry is not conducive to the optimization of economic structure.The source of foreign capital is mainly in Asia,the technology spillover effect is low.The distribution of foreign capital is unbalanced.The investment environment is still poor and not attractive to foreign investment.The paper also makes a detailed analysis of the reasons for the problems of using foreign capital in Hebei Province.For example,in the process of introducingforeign capital,there are “heavy quantity,light quality” and vague investment policy guidance.Finally,on the basis of the above analysis,the combines the current Beijing-Tianjin-Hebei Cooperative Development Strategy and the continuous deepening of the Belt and Road policy,the paper provides the following reasonable suggestions for the use of foreign investment in Hebei Province: First,relying on unique location advantages,make full use of the national strategy opportunities and promote the introduction of foreign investment actively;second,accelerate the improvement of the investment environment of Hebei Province and increase the attractiveness of foreign businessmen;third,create a more convenient business environment and improve the efficiency of work;Fourth,actively and rationally promote foreign investment guidance policies and promote Balanced optimization of foreign investment distribution.
