The Northeast Economy Revitalization Under The Influence Of Planned Economy System

This paper mainly studies program system legacy of economic effect,the long-term effects of planned economy under the conditions of the development of the economic distortions phenomenon,using 1995-2014 national provincial panel and cross section data,found the proportion of state-owned investment plan(ownership structure)represents a negative impact on economic development,while heavy industry accounts for a high proportion of the industrial structure of role to play in promoting economic development,but this role seems to be at the expense of the lower innovation capability.At the same time,we use on behalf of the planning system implementation level and the strength of the indicators,number of projects in the past,the proportion of state-owned enterprises and the Soviet union built the strength of the planned economy,such as the descriptive variables,will be the national area,found that the planning system of high strength area proportion of state-owned investment by ownership structure long-term stability of the negative impact on economic development,thus demonstrates the planning system in the northeast formed by long-term high strength to perform long-term legacy are the key factors to the revitalization of the northeast economy.This effect is difficult to get rid of through the economic support policies of the government.Further research shows that the "resource curse" in economic theory has a particularly significant effect in the period of planned economy,especially in regions with high intensity of planned economy system.Recently,the state affairs office of the central government issued the guiding opinions on the overall planning and promotion of the reform of the property right system of natural resources assets,which proposed that the property right of natural resources should be defined reasonably and legally.Our study provided a theoretical basis for the implementation of this policy.Under the long-term planned economy system,due to the lack of innovation ability,slow acceptance of new things,and forced brain drain,it has a long-term negative effect on the economy.This result also explains why the effect of the two rounds of revitalization of northeast economy is not obvious.So talent policy is the key solution for northeast economy to get out of the predicament.These answers are an attempt to clarify the "black box" relationship between planned economy and economic development.On the basis of this research,we put forward a number of policy Suggestions,including talent policy and industrial policy.
