At present,China is in a critical period of transformation from traditional agriculture to modern agriculture.As the most valuable means of production in farmers'hands.land management right can be mortgaged to obtain funds.On the one hand,it can solve the problem of surplus labor to a certain extent and avoid idle labor force.On the other hand,it can improve farmers'income and promote rural economic development.The real value of rural land must be evaluated if the management right of rural land is to be transferred smoothly.Combining with the current situation of Yunnan rural land management right mortgage financing pilot counties,this paper takes Jianchuan county and Yanshan coun.ty as research objects.After analyzing various evaluation methods of the value of land management right,we take the income method as the evaluation model.In the application process,we not only consider the income cost factor in the traditional income method,but also include the agricultural growth rate into the model to evaluate the value of the management right as collateral.In the analysis of mortgage financing of land management right of Jianchuan county and Yanshan county,this paper finds that although mortgage financing of land management right of two pilot counties develops rapidly and has accumulated experience worthy of reference,there are still obvious problems.These problems are mainly reflected in five aspects:contradictory legal basis,lack of awareness of the mortgagor,stunted trading platform,limited mortgage financing scale and insufficient ability of professional evaluation institutions.In comprehensive analysis JianChuan county and Yanshan county land after the mortgage financing of the problems facing,this paper puts forward to perfect laws and regulations,clear the legitimacy of the land management rights mortgage financing,strengthen the lenders to the risk management,perfecting the rural property rights circulation trading platform construction,establish a professional assessment organization,perfecting the financial organization and the funds safeguard system and innovation "separation" mortgage dropping six specific improvement measures of incentive policy.Only in this way can we further promote and develop the mortgage policy of land management right in Jianchuan county and Yanshan county.
