| The construction of characteristic towns is a new power engine in the process of urbanization,which has the function of coordinating urban and rural development.In the construction of Characteristic Towns in Hebei Province,there are some problems that are difficult to meet the development needs of characteristic towns because of the low level of education and personal knowledge and skills of rural labor force.Under this background,taking Tongye Dairy Town as an example,this paper studies the investment of rural human capital in the construction of characteristic towns,which is helpful to improve the existing investment mechanism of rural human capital,improve the quality of rural labor force,make characteristic towns absorb the surrounding rural labor force,and accelerate the process of new urbanization.Based on the modern human capital theory and push-pull theory,this paper investigates the demand for talents in the dairy town of Tongye Town and the basic situation of human capital in rural areas of Tongye Town by means of literature review and field investigation.The reasons for the problem of rural human capital investment in Tongye Dairy Town are analyzed as follows: the impact of urban-rural dual system,the lack of investment enthusiasm of farmers and rural human resources.The investment mechanism is not perfect.Based on this,the conclusion is drawn that the government should strengthen policy guidance,establish a characteristic town vocational education system,innovate the cooperative investment mechanism of rural human capital between government and enterprises,and improve the incentive mechanism of rural human capital.From the perspective of talent demand of Tongye Dairy Town,this paper establishes the evaluation system of rural human capital investment,and applies the theory of human capital to the research of rural labor force in characteristic towns,which broadens the research scope of characteristic towns. |
