As a populous country in the world,Chinese government has been committed to helping the poor out of poverty through a number of initiatives.So far,China's work has achieved remarkable results around the world.On the one hand,the number of poor people in China has been greatly reduced,the infrastructure of poor areas and the living standards of the poor have been continuously improved and improved;but,In the course of the implementation of poverty policies in the past few decades,many problems and deep-seated contradictions that have accumulated difficulties to restrict the development of poverty-stricken areas have gradually emerged,and have become a major obstacle to the development of poverty-stricken areas.At a time when the situation became more severe,General Secretary Xi Jinping first proposed the grand goal of building a well-off society in an all-round way at the 18th National Congress of the Communist Party of China.Since then,China's poverty alleviation work has also entered from large-scale poverty alleviation to precise poverty alleviation.New stage.Since 2013,China has begun to implement a comprehensive poverty alleviation policy throughout the country,focusing on poverty alleviation targets through targeted identification,precise assistance,and precise management.In order to ensure that the poverty-stricken population in the country will be lifted out of poverty by 2020,General Secretary Xi Jinping's thought of poverty alleviation as the guiding ideology for poverty control in China at the present time will play a decisive role in the smooth development of poverty alleviation work in China.Based on the grassroots perspective of precision poverty alleviation,this study selects the representative area of Fuyang City,which is representative of the poverty-stricken population in the poverty-stricken areas.The research methods are the literature analysis method,interview method and case analysis method.Collect current specific policies and regulations in Yingquan District,analyze the advantages and highlights of the current preferential poverty alleviation policies in Yingquan District,conduct in-depth research in poverty-stricken villages,conduct symposiums on district-level relevant poverty alleviation cadres,and interview villages.Relevant poverty alleviation cadres at the level of the organization,one-on-one interviews in the poor households,and obtained the most accurate and representative latest data.After integrating the various collected data,I learned about the overall poverty situation in the Yingquan District and the current status and effectiveness of the implementation of the precise poverty alleviation policy.However,there are still some problems in the implementation of the policy in the Yingquan District.There are certain difficulties in the cause of poverty and poverty alleviation,accurate identification of poverty alleviation targets,low professional quality of precision poverty alleviation teams,irregular use of precision poverty alleviation funds,and ineffective poverty alleviation workshops.There are many reasons for these problems.The endogenous motivation of the poor people is insufficient,the formalist bureaucratism in the implementation of the preferential poverty alleviation policy,the imperfect management of poverty alleviation funds,the weak foundation of industrial poverty alleviation,and the development capacity of village-level organizations need to be improved.Finally,on the basis of combining specific problems and causes,we put forward rationalized optimization strategies from various angles,continue to carry out,further stimulate endogenous power,continue to strengthen the nine major projects,further consolidate the quality of poverty alleviation,and continue to implement poverty alleviation funds.Strengthen resource integration;continue to strengthen the cohesiveness of the party organization,further strengthen the work style;continue to focus on coordinated participation,and further exert the power of all sectors;continue to strengthen environmental remediation and further build beautiful villages.Through the study of the precise poverty alleviation policy in Yingquan District,it is trying to provide some assistance for the effective development of the next phase of poverty alleviation policy.
