Application Research Of Quota Design In EPC Project Of Railway Special Line

With the rapid development of China's economy,the railway network is becoming more and more perfect.As a major supplement to the national railway,the railway special line has become more and more important to railway transportation.It has become an important part of China's railways.It is lagging behind,the supporting facilities are imperfect,the ability to connect is tight,the transportation structure cannot be satisfied,the "last mile,of railway transportation is opened,and the transportation demand such as“transfer iron" is promoted.Therefore,a large number of railway special lines need to be built.The general contracting of EPC(Engineering Procurement Construction)has been favored by the owners of railway special lines with the fixed price,fast and efficient,and has been constructed by the EPC general contracting mode.How the EPC general contractor controls the cost,obtains the income and maintains sustainable development under the premise that the total price of the EPC contract of the railway special line is fixed is a problem directly faced by the general contracting enterprise.The design cost accounts for about 3%of the total project cost,but it affects 70%of the project life cycle.Therefore,the cost control in the design phase is the key to the success of the project.This paper takes the quota design as the main line,improves the EPC general contracting organization structure,improves the design process,reasonably determines the total amount of quota design,and scientifically allocates the total amount of quota design.Firstly,the research background of the railway special line limit design is discussed.The significance of the limit design is analyzed in detail,and the value and significance of this topic are clarified.Secondly,it describes the difference between railway special line and national railway,the development trend of railway special line,the characteristics of contract structure and the characteristics of cost control.Through the questionnaire survey of interest,combined with the literature,the design stage is the EPC general contracting cost of railway special line.The most critical stages were controlled,and the seven factors with an importance coefficient of more than 5%were analyzed from high to low.In order to solve the three influencing factors of more than 10%importance,the EPC project department organization,the quota design process based on the concurrent engineering and the EPC project cost control model of the railway special line with the limit design as the main line were established,and the cost control problem was proposed.Method,steps.Finally,taking the EPC general contracting project of X railway special line as an example,it explains how to use the above method to design the limit and verify the effectiveness of the above cost control model.This paper aims to provide practical and feasible cost control methods for EPC general contracting enterprises through the application of quota design in EPC projects of railway special lines,and promote the healthy and orderly development of EPC general contracting enterprises.
