The coordinated development of regional economy refers to the process of interregional development elements interacting,promoting each other,and regional development interests growing in the same direction and regional disparities narrowing gradually.In the past 40 years of reform and opening up,China has achieved rapid growth,while the gap between eastern and western regions has been widening.In 1978,the average GDP of the eastern region was 2.56 times that of the western region.In 1988,the gap expanded to 2.92 times,3.47 times in 1998 and 3.73 times in 2008.In 2016,the gap declined to 3.12 times due to the effect of the "Great Western Development",but it still falls far short of the expected goal of coordinated regional development.From the point of view of spatial optimization,the serious lag of economic development in Western China is due to the absence of an economic center with agglomeration advantages like the Yangtze River Delta and the Pearl River Delta in eastern China.So,how can we make the western region form such an economic center with agglomeration advantage as soon as possible,so as to promote the formation of the mechanism of coordinated economic development between the East and the west? This is the theme of this paper.From the perspective of spatial optimization,this paper studies the formation of regional coordinated development mechanism in China.It is believed that the reason why the economic development in Western China lags behind is that there is no economic center with agglomeration advantage like the Yangtze River Delta and the Pearl River Delta in eastern China,and the formation of such economic center is closely related to the improvement of intra-regional transaction efficiency.Therefore,this paper takes D-S model as the basic theoretical framework,introduces transport efficiency into iceberg cost,deduces the relationship between transport efficiency and economic spatial agglomeration,and finds that transport efficiency affects economic spatial agglomeration through commodity price difference.Regional transaction cost with high transport efficiency is low,economy is easier to agglomerate,and spatial unbalanced distribution of economic agglomeration inevitably produces regional differences.Secondly,using the three-stage DEA model of super-efficiency,this paper conducts an empirical test on the comprehensive transport efficiency of 12 provinces(cities,districts)in eastern China and 10 provinces(cities,districts)in Western China in 2016.It is found that the regional differences of transport efficiency are very large.The comprehensive technical efficiency of transport system in eastern China is obviously higher than that in Western China,while the pure technical efficiency and scale technical efficiency restrict the western region.Compared with pure technical efficiency,the restriction of scale technical efficiency is more serious;environmental factors do affect the comprehensive technical efficiency of China’s transport system,of which science and technology and human capital have the most significant impact;the transport efficiency of most western provinces(cities and districts)is in the stage of increasing returns to scale;and then,we use the economic spatial agglomeration degree to empirically observe China’s East and West.The spatial agglomeration of the Ministry’s economy shows that the spatial agglomeration degree of regional economy with high transport efficiency is also high.Finally,on the basis of this empirical study,the paper comes up with relevant policies and suggestions on vigorously developing transport infrastructure,rationally setting up transport scale,improving the management level of transport industry,reversing the loss of development factors in western region and promoting coordinated development with eastern region.
