The implementation of the audit of the departure of natural resources assets by leading cadres is not only the need of state governance,but also an important part of the construction of ecological civilization,as well as a comprehensive assessment and inspection of the responsibilities of leading cadres.This work has just begun to be comprehensively promoted in China,and is still in the process of exploration.There is no mature theoretical system and experience for reference.This paper adopts literature research method and case analysis method.According to the key points of eco-environmental protection work,the water resources asset audit of X area is selected according to local conditions.As the research focus of this paper,it is not only a summary and development of predecessors' research,but also an audit.An extension of the research perspective.This paper firstly introduces the background and significance of the audit of the departure of natural resource assets of leading cadres,and then summarizes the theoretical basis and related concepts of this paper on the basis of reading and collating relevant literature at home and abroad.Finally,starting from the audit example,the audit background,audit objectives,audit content and auditing methods of the water resources assets leaving audit of the leading cadres in the X district will be introduced.Combined with the unique attributes of water resources assets,the current X-zone will be analyzed.A number of targeted countermeasures have been proposed to better guide the departure auditing of natural resource assets,and to lay a theoretical foundation for the auditors to carry out this work in the future.
