Research On The Policy Of The Development Of Chinese Social Enterprise

With the development of the non-profit organizations and the limitations of resources and funds,the non-profit organizations have to establish the market-oriented operation mechanism.Considering the fierce market competition and the various market and consumer factors,commercial enterprises began to focus on their social responsibilities.Influenced by the spirit of the social entrepreneurship,the social enterprise organization,which pursues both the social and economic goals,is formed and developed.Social enterprises in our country are born in the context of the social organization supporting the development of small enterprise,innovation and entrepreneurship in favour of development.In recent years,the social enterprises in our country achieved a lot in solving vulnerable group employment,accurate poverty alleviation and public welfare support.The continuous exploration and the support of social enterprises from the academia and civil society enterprise alliance has also promoted the development of social enterprises.However,due to the lack of relevant policies,some self-labeled social enterppises face the challenge of combining social purpose with commercial operation,and the target drift appears.It is a long way for government to promote the healthy development of social enterprises and make the social enterprises function better when solving social problems.So policy support occupies an important role in the development of social enterprises.The policy research of social enterprise is not only of great significance to enrich the theory and practice of social enterprise,but also can play an important role in solving the difficult problems of social development,innovating social governance and promoting the development of non-profit organizations.This thesis tries to start from the present situation of our country's social enterprises,and analyzes the factors that affect the development of social enterprises.This paper further focuses on the current situation of the policies for our country's social enterprises,and how to perfect the policies to promote the healthy development of social enterprises and the effective management of the society.This thesis is orgainized as follows.Introduction is the first part,which reveals the research background,the research status of social enterprises,research ideas and methods,related concepts and theories.The second part is about the goal or path selection and present situation of our country's social enterprises.Based on the analysis of civil society enterprise certification,the goal selection of social enterprises in the process of development and its influencing factors are discussed.The third part is about the present situation of our country s social enterprise development policy.Through analyzing the different supporting policies,policy exploration,and policy content for the development of different type social enterprises.This paper analyzes the defects of social enterprise policy and presents the pressure faced by the policy design of social enterprise.The fourth part is the introduction of development experience of foreign social enterprise.By comparing the background of social enterprise policy,policy content and policy performances of the UK,the Korea and the Singapore,Getting the enlightenment to our social enterprise policy design are got.The fifth part is the policy suggestion for our country's social enterprises,including the establishment of social enterprise cultivation system,the improvement of social enterprise development support policies,and integrity of supervision system.Finally,the conclusion part summarizes the research achievements and shortcomings of this thesis,and the prospects for the future research and social enterprise development.
