Study On Time-space Differentiation Of Policy-based Agricultural Insurance Poverty Alleviation Efficiency In Hubei Province

Poverty has always been a difficult problem hindering China's comprehensive and balanced development,and poverty eradication has always been an important part of the government's work.China has made great progress in poverty alleviation in recent years,but the large population base determines that the problem of poverty in China is still serious.In Hubei province,although poverty alleviation has been carried out in an orderly manner and achieved remarkable results,the incidence of poverty is higher than the national average,and the task of poverty alleviation is more arduous.At the present stage,agricultural production is still an important source of income for farmers in poor areas.In the absence of risk guarantee and transfer,sudden natural disasters or market changes may cause a decline in farmers' income and deepen poverty.Agricultural insurance,as a means of risk transfer,transfers the main body of risk bearing from farmers to insurers,and its function of sharing losses and economic compensation plays an irreplaceable role in resuming production after disasters,guaranteeing productivity,reducing the income fluctuation of insured farmers,and alleviating poverty caused by disasters.Its function of credit increase and financing and income redistribution also provides paths for poverty alleviation.At present,China's agricultural insurance scale has jumped to the world's second,Asia's first.How is the efficiency that such large-scale agriculture insurance input alleviates poverty? The research on this issue has important practical significance.According to the research results,targeted improvement of efficiency and optimization of investment can make agricultural insurance better serve "agriculture,rural areas and farmers" and play a role in poverty reduction.The main content of this paper is the poverty alleviation efficiency of agricultural insurance.Taking Hubei province as an example,using the data of 17 cities from2007 to 2017,this paper studies the poverty alleviation efficiency of agricultural insurance and its time evolution,spatial differentiation and investment optimization.First of all,the previous literature is read and sorted out to determine the entry point of this study,and relevant concepts are defined.Then combining anti-poverty andwelfare economics theory,analysing the paths of agricultural insurance poverty alleviation in the theoretical level.It provides the foundation for the empirical research.Secondly,based on the actual situation,it analyzes the effectiveness and existing problems of agricultural insurance development in Hubei province,as well as the characteristics and causes of poverty.Thirdly,the empirical analysis is conducted.The DEA model and Malmquist index are used to explore the efficiency value,time evolution and space differentiation of agricultural insurance poverty alleviation in each city in Hubei province.Based on this,efficiency morphological diagram and spatial differentiation diagram are drawn to intuitively show the efficiency changes in the two dimensions,and the possible reasons are analyzed.Finally,the paper summarizes the research conclusions,and puts forward targeted policy suggestions based on the existing problems and their causes.The main conclusions of this paper are as follows: Although the overall poverty alleviation efficiency of agricultural insurance in Hubei province is above the average level,the lack of development and innovation of agricultural insurance in the later period leads to the lack of efficiency improvement.Low security and few varieties have widened regional differences in poverty alleviation efficiency.Scale efficiency is the main support of agricultural insurance poverty alleviation efficiency,and technical efficiency is the shortcoming of poverty alleviation efficiency.The agricultural insurance in hubei province has great potential for poverty alleviation,and targeted development according to local conditions is the core of efficiency improvement.The high level distribution of agricultural insurance poverty alleviation efficiency is from centralization to decentralization,and the increase of efficiency level is more obvious in small agricultural areas.According to the research conclusion,four policy suggestions are put forward:strengthen the scale efficiency,and make up the technical efficiency shortcomings;Raise the level of social security and give priority to the poor;Develop types of insurance with regional characteristics to meet diverse needs;Promote a new model of agricultural insurance integration and create new drivers for development.
