Study On The Construction Term And Strategies Of Lan-Mekong River Tourism City Cooperation Alliance

The globalization has driving the divide labour and cooperation between industries and regions and has led to mass establish of various tourism alliances.Building sustainable tourism alliance according to factors that influence the development of alliance,is not only an important research subject but also an reference for guiding practice.Based on National Natural Science Foundation of China 'Study on the spatial pattern,mechanism and model of cross-border tourism development in the southwestern border',this thesis focused on the construction and development of Lancang-Mekong River Tourism City Cooperation Alliance(LMTCCA).The thesis proposed the establish strategies of LMTCCA by analyzing the regional cooperation,development conditions and influencing factors of LMTCCA and combining with the experience of typical regional tourism cooperation cases at home and abroad.The research results are as follow:1.Relying on the region where the LMTCCA is located,analyzing the geography,resources,industry and market conditions for the construction of the LMTCCA.Based on these conditions,the advantages,disadvantages,opportunities and threats of building the LMTCCA have been further analyzed.It is concluded that the tourism city cooperation alliance should adopt a growth strategy.2.In terms of the influencing factors of construction and development of the LMTCCA,through the collation of relevant literatures,the six factors were summarized,which are necessity,symmetry,reciprocity,efficiency,stability and legitimacy,and related research was designed to verify these factors.It showed that reciprocity is the most important factor in the development of the LMTCCA.Symmetry,reciprocity,stability and legitimacy were the main influencing factors,however,necessity was not viewed as the main influencing factor.In addition,through research,the dynamic capabilities was the main factor for the sustainabledevelopment of the LMTCCA.3.The LMTCCA is a performance of deepening and expanding tourism cooperation in the region under the Greater Mekong Sub-regional Cooperation Mechanism.It is an important flied in the new Greater Mekong Sub-regional Cooperation Mechanism and a new development opportunity for China-ASEAN tourism cooperation.As a key project in the field of regional cooperative tourism,the goal of LMTCCA is to “enhance tourism exchanges and cooperation within the region,improve the tourism environment within the region,and upgrade the level of regional tourism facilitation”.4.In the early stage of in LMTCCA,it should focus on the choice of partners.When selecting partners,the cooperative cities should be classified according to the differences in urban development level.The essence of LMTCCA is that it is top-down regional cooperative organization that guided by the government and involved by multi-stakeholders and covered in various of field.The construction of LMTCCA should follow the principles of “co-consultation”,“common construction”,“common sharing”,“unified management” and “contractual spirit” and need to established an overall framework,which requires the construction of the platform,the regulation of the organizational structure and the improvement of the mechanism.5.The core mechanism of construction of the LMTCCA is the dynamic mechanism.The dynamic mechanism is based on the transformation and upgrading of the tourism industry within the alliance while capital-drive,resource optimization and technology innovation are the driving forces.The interest synergy of the alliance stakeholders is the core driving force,and the good regulations is power to motivate the operation of the alliance.Appropriate supervision and control is to maintain the stability of the alliance whereas dynamic capabilities are the driving force of the vitality of LMTCCA.Market demand is the last part of the alliance dynamic mechanism.Under the framework of this dynamic mechanism,the alliance needs to build and improve the interest mechanism,the fair mechanism,the security and crisismanagement mechanism and the sustainable development mechanism.6.The construction and development of the Tourism City Cooperation Alliance is a long-term process.In the early stage of LMTCCA,it is necessary to be project-oriented,attract a group of core cities to participate in the formation of the alliance and promote a number of important projects.After achieving certain goals,more cooperative cities need to be attracted to join into LMTCCA.Promoting the construction process of the LMTCCA from aspects of facilities,markets,trade and communication,meanwhile,safeguarding the construction of the LMTCCA from aspects of policy,capital and service.
