Study On The Difficulties And Countermeasures Of E-Government Procurement In China Under The Background Of GPA

The Government Procurement Agreement(GPA)is one of the annexes to the World Trade Organization.As early as China signed the WTO accession agreement,it promised to join the GPA as soon as possible.Since the launch of the GPA negotiations in 2007,six bid lists have been submitted.Joining GPA is not only a challenge to the legalization,policy,and informationization of government procurement in China,but also an opportunity for domestic industrial transformation,private enterprise development,and clean government reform.With the continuous deepening of the GPA negotiations,the time limit for international integration has become more and more tense,and the standards and norms for government procurement have been continuously improved.The electronic procurement of government is an excellent achievement in the development of information technology and the development direction of the government procurement industry in the future.The 2012 version of the GPA encourages government procurement to develop electronically.This paper combines the process of China's accession to GPA,uses PEST analysis method to analyze the current situation of China's government procurement electronic environment,and uses the combination of quantitative analysis and qualitative analysis to deeply study the dilemma faced by China's government procurement electronic in the context of GPA.To learn from the developed government procurement experience of GPA member countries and explore ways to solve problemsThe study found that China should look for ways to overcome difficulties from laws and regulations,institutional systems,information disclosure mechanisms,information security management mechanisms,personnel training mechanisms,and policy support mechanisms.This paper adheres to the objective and fair attitude to analyze the problem,proposes suggestions for the development of government procurement electronic,and has certain reference value for the reform of China's government procurement system.
