Research On The Development Of Information And Communication Industry In Four ASEAN Countries

As the cornerstone of the"new economy,”the information and communica tion industry has become a core industry in the development strategies of vario us countries.In the global production network,the comparative advantage is th e basis for the formation and development of the information and communicati on industry in ASEAN countries.Government planning has a direct impact on strengthening the international competitiveness of the:industry.Multinational cor porations are an important carrier for transforming the comparative advantages of countries into competitive advantages.This paper absorbs relevant theories o f the information and communication industry,and takes the information and c ommunication industries of the four ASEAN countries(Singapore,Malaysia,Th ailand and Vietnam)as the research theme,and explores the development expe rience of these countries' information and communication industries,in order to provide measures to enhance the international competitiveness of China's infor mation and communication industry.Based on the theory of production network,this paper expounds the devel opment history of the information and communication industry of the four ASE AN countries,analyzes the impact of government industrial policies and the be havior of multinational corporations on its information and communication indu stry,and uses the international competitiveness evaluation tool of the industry t o conduct an empirical study of the information and communication industry's competitiveness of the four ASEAN countries.Under the background of the di vision of production network in East Asia,the ASEAN four countries have de veloped rapidly.The policies of governments encouraging the development of I CT industry and the behavior of upstream industries in the investment industry of multinational corporations will promote the high value-added links of ICT in dustries:in various countries.Singapore's information and communication industr y has mature policies,strong industrial base and numerous multinational compa nies,and it is in the high value-added links such as R&D and design,and has strong international competitiveness;Malaysia's information and communication industry policy is relatively mature,its industrial base is good,and its industri al clusters are obvious,and it is in the middle and high value-added links suc h as deep processing and manufacturing,and the international competitiveness i s strong;the information and industrial policy,industrial base and foreign inves tment policies of Thailand and Vietnam need to be improved,and they are in the middle and low value-added links of processing and manufacturing,and the international competitiveness is weak.The information and communication industry in ASEAN countries has dev eloped earlier.Many countries have seized the opportunity of the development and transfer of the world's information and communication industry in a timely manner,implemented industrial policies suited to their national conditions,vig orously attracted investment from multinational companies,and quickly integrate d into the global value chain of the information and communication industry.I t provides experience for the development of China's information and communi cation industry.
