Research On Risk Management And Control Of Infrastructure PPP Projects Based On Internal Control

The importance of infrastructure construction has been increasingly significant along with the transformation and upgrading of China’s economy.And it is not enough for the construction of new-type urbanization if we only rely on the national finances.As a new financing mode,the public-private partnership(PPP)has been widely applied in education,medical treatment,communication and infrastructure,which needs a large investment with long time span and complex contract structure.It also needs numerous stakeholders include construction enterprises and financial institutions as the social capital part,which makes the practice process of risk management become more complicated.This paper tries to provide reference of risk assessment for social capital participants in PPP projects through risk identification and evaluation of infrastructure PPP project implementation.Then,it builds the internal control system suitable for the participants to help them control the risk preferably and ensure the realization of PPP performance finally,which could guide the further development of PPP projects and release positive energy of social capital in infrastructure development.This paper is divided into seven chapters.Firstly,this paper briefly reviews the academic research on PPP model,PPP project risk management and internal control in recent years,clarifying the research contents,ideas,methods and innovation points.Secondly,it summarizes the relevant theories on PPP mode,project internal control and risk control of PPP projects,which also analyzes the application and development status of PPP projects in infrastructure,building the risk control framework of PPP projects in infrastructure based on internal control.Thirdly,it describes the profile of a practical PPP project in infrastructure,as well as the risk identification and evaluation of the Y project.Finally,the paper puts forward some reasonable advices for risk control of infrastructure PPP projects.In conclusion,firstly,the PPP projects in the field of infrastructure has a good prospect in application,which drives the initiative of the participants,bringing the opportunity of transformation and upgrading to the construction enterprise especially.Secondly,the whole life circle of PPP project in infrastructure whose risk types become diverse and complex has letting the government and social capital face a big challenge.Thirdly,a sound internal control is inseparable from good implementation and effectiveness of PPP projects.
