De-capacity is an important part of China's current supply-side structural reforms,which will inevitably have a significant impact on the economic and social development of resource-based cities such as Qujing,and will also influence the development direction and direction of the banking industry in Qujing.The banking regulatory authorities exert influence on state-owned commercial banks through market access,on-site inspections and daily supervision.The actual state-owned commercial supervision policies will bring positive effects to the steady development of the banking industry and the rapid recovery of the economic industry.Due to regional characteristics,regulatory mechanisms,etc.,many problems in the implementation of the regulatory policies of state-owned commercial banks in Qujing City have reached a time when they must be resolved.Firstly,this paper systematically sorted out the concept,connotation and characteristics of the supervision policy of state-owned commercial banks;then,using the state-owned commercial banks in Qujing City as the analysis object,summarized the irregularities and their harm of the state-owned commercial banks in Qujing City based on capacity removal through data sorting and literature comparison methods,mainly including letters and letters.Credit resources are highly concentrated in excess capacity industries,regional financial risk intensification and frequent risk incidents of state-owned commercial banks.Subsequently,based on data analysis and literature review,this paper demonstrates in detail the regulatory policy and implementation status of Qujing Supervisory Branch of CBRC in the process of capacity removal.By using the theory of financial development and public benefit,this paper analyses the positive effects of the capacity regulation policy in recent years,and concludes that the capacity regulation policy of Qujing state-owned commercial banks can help banks avoid market risks,promote the smooth transformation of Qujing's industry and maintain the economic and social stability of Qujing.Secondly,this paper uses the theory of financial supervision and contingency management to analyze some negative effects brought by the implementation of the policy of deregulation of production capacity,and further explores the deficiencies and causes of the implementation of the regulatory policy of state-owned commercial banks under the background of deregulation of production capacity,mainly focusing on the shortcomings of the policy content,the single tool of policy implementation and policy implementation.Effect distortion and so on.After that,we use literature analysis to compare the policies implemented by the supervisory authorities of state-owned commercial banks in resource-based cities at home and abroad in the process of capacity removal or similar process.The foreign comparative cases are Japan,the United States and Germany,and the domestic comparative cases are Fuxin City,Liaoning Province and Dongchuan City,Yunnan Province.Good and bad.On this basis,in order to improve the design of regulatory system,optimize the functions of regulatory bodies,formulate specific regulatory policies,strengthen the ability of regulatory implementation,and strengthen the linkage of financial regulatory implementation under the background of depletion of capacity.
