Study On The Optimization Of Government Investment Promotion Model In Shanxi’s Economic Transformation Stage

It is pointed out from the 19th NCCPC that China’s economy has been transitioning from a phase of rapid growth to a stage of high-quality development,which is a pivotal stage for transforming growth model,improving economic structure,and fostering new drivers of growth.It is imperative that China develop a modernized economy,supply-side structural reform as the main task,and need more efforts for better quality,higher efficiency,and more robust drivers of economic growth.As a typical representative province which characterized by natural resources-relied economic,Shanxi has entered a crucial stage of transformation and development.In order to thoroughly implement the spirit of the 19th NCCPC,the Provincial Party Committee and People’s Government calling for ’Implementing the action plan of the State Council to support the further deepening of the reform of Shanxi province to promote the transformation and development of the resource-based economy,which pointed out the new targets and new blueprint of Shanxi’s transformation and development.Under the new targets,the investment model has become more and more difficult to adapt to the change of the new situation.Under such circumstances,the scientific,rational and sustainable optimization of Shanxi government-oriented investment promotion model needed to be faced and solved urgently.This paper reviewed the history of China’s government investment promotion and the development and characteristics of Shanxi’s investment promotion and explored Shanxi’s dilemma in the transformation and upgrading.With full investigation,the author summarized the plight of the current main existing theory and practice experience,the lack of competitiveness of investment environment of two external problems,and the deviation of governmental role,investment objectives,investment obscures the serious lack of personnel,market docking difficult government oriented business model of the limitations of the two reasons.Under the new situation of the current economic transformation,we should follow the path of transformation from "government-oriened" to "double cores of government and business",from"comprehensive intervention" to "partial intervention",and from "direct participation" to "indirect guidance",and constantly optimize the investment mode of Shanxi government.In this new mode of government investment,Shanxi government needs to play an important role in the procee of economic transformation by reposition itself as referee,industry instructor,navigator of the investment direction,talent hunter,administrators etc.
