Research On Financing Risk Management In PPP Model

At present,under the background of China's comprehensive deepening reform,the prominent contradiction between the financial revenue and expenditure,the abundant social capital,but it is difficult to enter the public sphere,governments at all levels vigorously promote the PPP mode.With the implementation of the "construction of The Belt and Road" strategy and new towns,the role of PPP model in infrastructure construction,public services and other areas have become more and more obvious,PPP model has gradually become a powerful tool for our government innovation of public products and services,in the country has been widely used.Even so,the PPP model has high cost,wide range and long cycle,which leads to the high risk of the implementation of this model.In addition,the PPP model of external environment in organizational decision making and action effect related factors,the implementation of the project will change with the position of the project construction process change,which increases the risk of PPP project in a certain extent,and this risk is difficult to accurately assess,which lead to the project can not be carried out in accordance with the expected plan.On the basis of the analysis of the risk in the PPP model,PPP risk management,as a safeguard,is particularly important.PPP financing is the core of the PPP model.For PPP financing,the biggest difficulty is risk management.How to take measures to prevent risk is the focus of PPP financing.At present our country PPP financing,high financing costs,the project landing and other difficult issues,the reason mainly lies in the PPP financing risk is difficult to predict and control,the problems existing in the government,market and project level,resulting in a slow pace of project financing tools in PPP.Therefore,when we use PPP mode to finance,how to understand the financing risk,how to effectively prevent the financing risk and how to strengthen the financing risk management is an urgent problem to solve.We need to conduct a comprehensive and systematic study.In this paper,the financing risk management mode based on the perspective of PPP,through the theory and practice of comparative analysis and comprehensive analysis,combining,using literature analysis,case analysis,and focuses on the basic concept,financing and financing risks in PPP mode characteristics,the framework of risk management of PPP financing as a solution to the problem focus on China's three kinds of innovative financing mode of PPP as an example,such as the industrial investment fund(PPP project of Qingdao Metro Line 1),insurance funds(PPP of Beijing metro line 16project),asset securitization(Huaxia happiness project ABS)detailed analysis for the case of existing problems and put forward countermeasures suggestions,provides a new way to improve the risk management of PPP financing.Through the research,this paper argues that the PPP mode of financing,project landing and other difficult issues,we must perfect the laws and regulations system,deepen the reform of state-owned enterprises,optimize the social credit environment,a variety of financing innovation,establish risk sharing mechanism,improve the professional level of multi pronged,all parties involved in the financing to improve the level of risk management,establish a mechanism to promote the benign operation of PPP mode financing.
