Public Risk Research Of PPP In Water Industry

In recent years,China has paid more and more attention to environmental protection.As the most important part of the environmental protection sector,the water market has attracted great attention of the government.PPP(Public-Private Partnership)mode is a new financing mode,which is helpful for the government to attract social capital for the construction and operation of water or wastewater municipal infrastructure.When PPP model participates in water market,it has the characteristics of large demand for investment quota,long construction and operation cycle and long return period.Plus PPP projects also have their own public welfare,complexity and technicality,which often lead to frequent public risks.For instant excessive investment at the very beginning of the project will inevitably bring a lot of pressure to the subsequent consumer prices or public finances in the future.Therefore,only on the basis of paying attention to the efficiency,quality,scope,price and improvement of public services,comprehensive consideration of the investment benefits of social capital parties can give full play to the respective endowment advantages of government and social capital.This study also summarized the development and application of PPP model in water market by using the theoretical knowledge of public goods management and combining with practical cases.At the same time,it analyses the contract performance risk of PPP model in water market in the process of practice,makes reasonable amendments to its evaluation system,and formulates risk countermeasures,in order to provide some feasible reference for the sustainable and successful operation of PPP projects in the water industry.
