Research On The Development Path Of Tourism Mixed Ownership Economy In Yunnan Province

As a strategic pillar industry of national economy,tourism industry will accelerate the pace of economic reform of mixed ownership of tourism enterprises and promote the development of mixed ownership of tourism economy,which will be of great benefit to enhancing the vitality and international competitiveness of China's tourism economy.Yunnan Province has abundant tourism resources and numerous tourism enterprises.It is of great practical significance to study and explore the development path of the mixed ownership economy of tourism in Yunnan Province for speeding up the reform of the mixed ownership economy of tourism enterprises in Yunnan Province,promoting the transformation and upgrading of tourism industry in Yunnan Province and building a strong tourism province.This paper is based on the research of Yunnan Culture and Tourism Department(formerly Yunnan Tourism Development Committee)on "Paths and Countermeasures for Mixed Tourism Economic Development under the New Normal Economy"(Project No.2017-TR-05).It is written on the basis of on-the-spot investigation and collection of a large number of data.By means of literature research,interview and case analysis,applying governance theory,property right theory,principal-agent theory and industrial integration theory,and combining with the practice of developing mixed tourism ownership economy in Yunnan Province,this paper analyses the present situation and existing problems of mixed tourism ownership economy in Yunnan Province,and carries out the current mode of developing mixed tourism ownership economy in Yunnan Province.Summarize and through the case study of Yunnan Expo Tourism Holding Group to develop mixed ownership economy of tourism,put forward the economic development path of mixed ownership of tourism in Yunnan Province and the measures to promote the development of mixed ownership economy of tourism in Yunnan Province.The main conclusions of this paper are as follows:(1)The development path of mixed ownership economy of tourism in Yunnan Province includes: strategic cooperation between small and medium-sized private enterprises;introduction of strategic investors for large-scale tourism projects;implementation of employee ownership by unlisted Tourism enterprises;and agriculture.Establishment of tourism professional cooperatives in villages(including agricultural tourism professional cooperatives and rural tourism professional cooperatives);integration of rural collective economy and tourism industry;(2)Measures to promote the development of Yunnan tourism mixed ownership economy are as follows: the government should improve the property rights system of Yunnan tourism enterprises,and build the relevant mechanism for developing Yunnan tourism mixed ownership economy(including the establishment of a mechanism).Establishment of coordination mechanism for mixed-ownership of tourism enterprises,prevention mechanism for mixed-ownership legal risks,protection mechanism for investors' withdrawal and operation mechanism of rural collective economic organizations,formulation of supporting policies for the development of mixed-ownership economy of tourism in Yunnan(including formulation of policies for private tourism enterprises to participate in mixed-ownership,restructuring and reorganization of state-owned tourism enterprises,securitization of Tourism assets,rural collectives)The related policies of economic development and tourism industry,and the establishment of a good environment for the development of mixed ownership economy of tourism in Yunnan(including a good environment for the development of mixed ownership economy of state-owned economy,private economy and rural collective economy),etc.Tourism enterprises should establish a sound corporate governance structure,establish the development strategy of mixed Tourism enterprises,and promote the mixed ownership economy of tourism enterprises.Integration,strengthening the construction of information system of tourism enterprises after mixing and reforming,and strengthening the construction of incentive mechanism of tourism enterprises,etc.
