Study On Regional Differences And Influencing Factors Of Public Health Financial Expenditure In China

In recent years,China's economy has developed healthily and the living standard of residents has improved.Some studies show that the development of our society lags behind the economic development,even for 15 years.The development of social level is of great significance for increasing residents'sense of acquisition and improving their welfare level.The progress of social level needs the improvement of basic public services in our country,and can meet the needs of the people.In the 13th Five-Year Plan,the Nineteenth National Congress and the report on the work of the government in 2018,it was mentioned that we should improve the supply of public health and implement the strategy of healthy China.Public health has the functions of preventing diseases,controlling infectious diseases,improving environmental sanitation conditions,maintaining healthy living standards and prolonging life span.Therefore,public health has an important impact on the national health level.At the same time,it also plays an important role in providing healthy physical labor force for economic development.Firstly,the Theil index method is used to analyze and calculate the supply of public health financial supply in China and the supply differences among regions.It is concluded that the difference of public health financial supply per capita in China is increasing.From the three regions of east,middle and west,the difference of public health financial supply in eastern China is the greatest,followed by Western China,and relatively balanced in central China.By using the Stackelberg game model,this paper makes a theoretical analysis of public health financial supply CO-SUPPLY by central and local governments.It is concluded that fiscal decentralization has a negative effect on public health financial supply.At the same time,through the analysis of game competition among local governments,it is concluded that in the first stage,local governments prefer economic development.In the second game analysis,when the marginal utility brought by public health to the government is greater than that brought by economic development to the local government,the local government will prefer the supply of public health financial supply.The external factors affecting the preference of public health financial supply behavior of local governments are also analyzed.This paper also carries on the regression analysis to the influencing factors of the local government public health financial supply through the empirical analysis.lt is concluded that local governments can improve the supply of public health financial supply,transfer payments can increase the level of public health financial supply in the central region,urbanization and per capita highway can increase the level of public health financial supply in the western region.
