Research On The Supervision Of Disposal Procedure Of The Ru Ral Collective "Three-eapital" In Qilin Distriet,Qujing

The funds,assets and resources owned by the village collective are collectively referred to as the “three-capital” of the village collective,which are jointly owned by all the members of the village group.Since its management is directly related to the legitimate rights and interests of all the villagers,extensive attention has been paid to this difficult issue which is also a critical area that is easy to breed corruption and is vital to the harmony and stability of the grassroots political power.However,in recent years,because of violations of party disciplines,laws and regulations have frequently occurred caused by the unregulated management and the imperfect system of the“three-capital”.Therefore,it is the urgent and crucial issue to be solved that how to closely carry out the supervision work,prevent and investigate the illegal cases of grassroots in order to form a working pattern for “three capitals” of the village collective with normative supervisory process and perfect system.Based on the theories of entrusted agent,centralization and decentralization and rent-seeking as well as the methods of case analysis,literature research and interview,the status and problems about the supervision of the disposal procedures of the village collective “three-capital” in Qilin District were sorted out and summarized in this paper according to the supervision of the disposal procedures of the village collective“three-capital” in Qilin District of Qujing City and the specific situation of its grassroots inspection and supervision departments in the investigation of rural grassroots corruption cases,so that the reasons for the lack of supervision of the disposal procedures are found.There are mainly four parts in the research.In the first part,it is mainly investigated and analyzed that the status where the disposal procedures of the village collective “three-capital” in Qilin District are supervised.In the second part combining its reality,it is sorted out and summarized that the problems existing in the supervision including the unclearly main responsibilities,low quality of personnel,inadequate utility and supervision of rural funds,unsuccessful management andsupervision of rural asset and resources,single supervision means and so on.In the third part,it is sought that the causes of these problems,which mainly are unsound regulatory mechanisms,the unregulated financial management of village collective,the less effective executive ability,less transparent public information of the“three-capital”,the low cost of violation of laws and regulations and so on.In the fourth part,measurements and suggestions are proposed to solve these problems,such as clarifying the duties of the supervisory,strengthening the construction of the supervision team,strengthening the standardized operation of disposal procedures of the collective fund,standardizing the “three-capital” democratic execution procedures,and innovating supervision measurement of disposal procedure of the village collective “three-capital”.The implementation of the above-mentioned measurements will promote the village collective “three capitals” to be disposed according to the prescribed procedures,thereby preventing and reducing the corruption in the“three-capital” of the village collectives in Qilin District,to advance the sustainable and healthy development of the rural economy and society.
