Research On The Support Of Development Finance To Shantytowns Projects

The transformation of shantytowns is a public-spirited project aimed at reforming the old and dangerous houses in cities and towns and improving the living conditions of the poor families.It is a major measure for the central government to achieve stable growth,to adjust the structure,to promote the reform and people's livelihood.Besides,it is also an urgent need to promote the new urbanization construction based on people's needs.Shantytown reconstruction project,as a major project to improve people's livelihood,has been widely concerned by all walks of life.However,in the process of project implementation,the most difficult problem is where the funds come from.China Development Bank,as a development financial institution,has an unshirkable responsibility in supporting key national development projects.While pursuing good market performance,the development financial institutions maintain and strengthen the national credit,realize the virtuous circle of developmental capital and the sustainable development of financial institutions.This characteristic can play an important role in the transformation of shantytowns in government purchasing service mode:in the micro-level,it can ensure the smooth development and operation of projects,as well as make up for the shortage of funds;and in the macro-level,it can also correct the information asymmetry and investment income imbalance caused by market failure and government failure.Based on related basic theories about development finance and government purchase of shantytowns transformation services,this paper makes a comparative analysis of the domestic and foreign research on shantytowns transformation projects,and finds that there is not much academic research and practical experience in combining the two.Based on the combination of developmental finance,shantytown reconstruction and government purchasing services,this paper makes a comparative analysis of the current research situation at home and abroad,and combines with the actual situation in China,expounds the theoretical framework of developmental finance and the financing mode of shantytown reconstruction.Then.this paper demonstrates the advantages of development finance in government purchasing,services from the perspective of all participants,and puts forward a general scheme of intervention.At the same time,it makes use of the example analysis of successful introduction of development finance into shantytown reconstruction project in C County of Shandong province,and combines with the development status of shantytown reconstruction project,fully demonstrates the practical significance of cooperation between development finance and government in shantytown reconstruction project.,and makes reasonable assessment of expected risks.Finally,the paper summarizes the content of the article and puts forward policy suggestions,which can provide operational suggestions for the government to introduce social resources on a large scale in the field of public goods and the specific operation of exploitative finance in the future.
