The development speed of information technology is beyond imagination.The emergence of new and more advanced technologies has led to great changes in social structure and industry.Technology,industry and application represented by big data,artificial intelligence,Internet of Things,mobile Internet and cloud computing are constantly integrating and innovating,which has become the hotspot and trend of the development of the times.The world has entered a new era from the Internet era.The upgrade and change of information technology make the traditional informatization evaluation system obsolete and difficult to adapt to the development and changes of the times.Under the background of "big data,ai,iot,mobile internet and clouds",this paper constructs a index system of informatization level which is composed of five dimensions:digital foundation,digital economy,digital input,digital literacy and digital application by introducing and innovating the traditional informationization evaluation system.This index system makes it more suitable for the information development environment of the present age.At the same time,innovation is another focus of attention in the development of today's world and one of the main themes of the age.In order to explore the innovation level of our country as a whole and in different regions,this paper also constructs an index system of innovation level from three dimensions:innovation resources,innovation output and innovation environment.Using the index system constructed,by collecting the index data of 2015 to 2017 in 30 regions of China,this paper evaluates the level of informatization and innovation in China.It is found that the level of informationization and innovation in China has increased steadily from 2015 to 2017,and the level of informationization and innovation in different regions shows obvious regional disparity,reflecting the typical characteristics of the southeast coastal areas of China compared with the central and western regions.Big data,artificial intelligence,Internet of Things,mobile Internet and cloud computing and other high-tech information technology play a great role in the development of information technology.The information index of the most advanced technology and the most cutting-edge indicators in the field deserves a higher score and a faster growth.In recent years,more resources have been invested in these areas in areas where the informationization index is growing rapidly,making good use of the opportunities of the development of high-tech information technology,and rapidly improving their informationization level.Compared with the rapid development of information technology,China's innovation at all levels of indicators overall to be more balanced and robust,each dimension is growing at a relatively close speed.In addition,the annual growth rate of informationization index is about 26%,while the annual growth rate of innovation index is about 11%.The development of informationization level is faster than that of innovation level,and the development of innovation ability is more difficult than that of informationization.This paper uses correlation analysis,panel data model and coupling coordination model to explore the relationship and interaction between informatization and innovation.The results show that informatization is highly related to the development of innovation.Variable coefficient models of informatization to innovation and innovation to informatization are established respectively.It shows that there is a positive interaction between informatization and innovation in different regions.And the impact of innovation on informatization is greater than that of informatization on innovation.The level of informatization and innovation in various regions of China is in a state of antagonism.The coupling degree of informatization and innovation in most regions is a state of cohesive coupling coordination or misalignment coupling,and a small number of regions have reached intermediate coupling coordination and coupling in developed regions.The degree of coordination is mostly higher than that of underdeveloped regions.However,from the perspective of the general trend,the coupling and coordination degree of informatization and innovation in various regions of China has increased year by year,and the overall development has been toward a benign coordination.Finally,through the above series of studies,this paper proposes corresponding policy recommendations.
