Government procurement has a history of more than 200 years.In the era of market economy,government procurement is an important way to effectively control government expenditures.For China,the practice of government procurement management started late,and it is different from traditional management.In addition,due to the imperfect laws and regulations in China,insufficient management,and uneven economic development,the government procurement in practice has encountered many problems.Obstruction.The fundamental reason is that the current local government procurement management still has institutional defects,and the government procurement project and government procurement management system are not perfect.This paper takes M County government procurement management as the research topic,and uses literature research method and empirical research method to study and analyze the theory of government procurement management and M county government procurement practice.First of all,the concept of government procurement management,organization form as a logical starting point,combined with the theory of "trust-agent",new public management theory and other government procurement,and legal text analysis of China's "Government Procurement Law" to explore the government The content,nature,characteristics and legal attributes of procurement,and further analysis of the basic procedures,organizational structure,system design and operation mechanism of government procurement management;secondly,the current situation of M county government procurement management as the research focus,using questionnaires,field Interviews and case studies,combined with second-hand literature such as M County government procurement documents,conduct research on the current status of M County government procurement management,including county-level government procurement organization system setting,procurement catalogue and quota regulations,government procurement process design and system.The security system,etc.,explores the development process and practical results of the M county government procurement management system.Thirdly,combined with the theory of government procurement,it analyzes the problems existing in the procurement management process of M County government,including the “soft constraint” of government procurement budget preparation,the diversification of procurement entities,the arbitrariness of procurement,the formalization of procurement procedures,and the imperfect procurement bidding mechanism.And the lag of the construction of the government procurement supervision team,these problems lead to the existence of a flexible,cheap,non-institutional implementation dilemma in the government procurement process and the specific procurement system,which leads to the low allocation of public resources in government procurement activities.Efficiency and waste.The author believes that promoting the legalization and scientificization of county-level government procurement management is an important part of controlling county-level government fiscal public expenditure and enhancing the efficiency of government public financial resource allocation,and has an institutional guarantee function for maintaining the “publicity” of government fiscal expenditure..M County government procurement management should focus on institutional innovation and reconstruction from several aspects: First,further strengthen the “hard constraints” of government procurement budgeting,implement the main responsibility of government budget departments in government procurement;second,continuously improve government procurement.Supervise the evaluation mechanism.On the one hand,it is necessary to strictly implement the system of separation of management and mining,the system of public information disclosure,and the open bidding system;on the other hand,to strengthen the supervision and control of government procurement,it is necessary to strengthen the effectiveness of government agencies,discipline inspection and supervision organs,and higher-level administrative agencies.Supervision,but also actively play a good role in the supervision of government procurement activities by the news media,enterprises,the public and other multi-subjects;the third is to actively explore new forms of government procurement,and continuously strengthen the construction of government procurement supervision team.In combination with the construction of the "Internet +" government affairs platform,efforts should be made to promote the informationization and intelligence of government procurement.At the same time,it is necessary to further strengthen the construction of government procurement supervision teams,establish a government procurement talent business training system,and strive to build a professional quality and business capability.First-class government procurement management team.
