An Empirical Study On The Relationship Between Regional Innovation Capacity And Economic Growth

In today's world,technological innovation has become a key support for improving comprehensive national strength,and has become a powerful leader in the transformation and progress of social production methods and lifestyles.As a key factor for accelerating the conversion of old kinetic energy under the new normal,promoting regional innovation is a concentrated expression of the five development concepts of “innovation,coordination,greenness,openness,and sharing”and is also an important part of implementing innovation-driven development strategies.It is of special significance to achieve coordinated development,joint growth,and common prosperity.The Sichuan provincial government has always attached great importance to the implementation of innovation-driven development strategies.It has successively issued a series of important measures to promote the development of strategic emerging industries and technological advancement of enterprises,and has proposed“multiple points and more”in response to the irrational regional structure.Polar support" strategy.However,“their large population,thin foundation,unbalanced,and underdeveloped”are still the biggest provincial conditions in Sichuan.Due to increasingly tightening resources and environmental constraints,Sichuan,which is in an inland ecologically sensitive region,is facing accelerated economic development and ecological and environmental protection.The dual task,relying on the traditional development model,is a weak one.Therefore,promoting the rapid development of Sichuan's regional innovation capability has become a fundamental requirement for promoting structural reforms in Sichuan's supply side,realizing the transformation and upgrading of Sichuan's economy,and promoting Sichuan's innovation into a new stage of comprehensive development.Based on the panel data of regional innovation and economic development in18 cities of Sichuan Province,this paper measures and compares and analyzes the differences in innovation capabilities among different regions of Sichuan Province by constructing a regional innovation capability evaluation index system.On this basis,a panel data regression model is used.The empirical analysis of the relationship between regional innovation development and local economic growth led to the following five conclusions: 1.The overall level of regional innovation capacity in Sichuan Province is low,weak,and unbalanced in development.The first advantagein Chengdu is obvious,and the regional innovation capability is different.Large;2.The integrated development of the regional innovation system has little effect on regional economic growth.In particular,the development of scientific and technological innovation is seriously deficient.Its promotion of regional economic growth is significantly less than knowledge innovation,and the economic value of scientific and technological innovation results is not transformed.High;3.Inter-regional innovation The problem of unbalanced economic development is prominent.There are obvious differences in individual effects.4.Local governments in Sichuan have excessively relied on urban reconstruction methods in the process of urbanization to promote regional economic growth,while innovative development drives economic growth.The method has not yet been transformed successfully;5.Each district The development of the domain innovation system and the conditions of the region ' s own development have failed to achieve integration and an organic coordinated development system has not been formed.Changes in different development conditions have caused innovation to have an unstable economic effect,regional innovation capacity and regional resource endowments and economy.Features do not match.Finally,in order to speed up Sichuan's economic transformation and upgrade and improve the quality of Sichuan's regional innovation economy,the following three policy recommendations are proposed based on the main conclusions of empirical analysis: 1.Establishing and deepening the reform of the fiscal and taxation system and the reform of the science and technology investment and financing system.Perfecting the pilot innovation results to push through the proliferation of institutional mechanisms,focus on simple decentralization and the establishment of a large department system to optimize policy supply;2,focus on creating a demonstration zone for the development of Chengdu's knowledge-based industries,and create innovations in Mian,De,Pan to drive industrial transformation and upgrading First-class areas and other types of innovation and innovation drive industrial development demonstration zones to promote Sichuan's innovation-driven industrial system to increase efficiency and competing development;3,focus on dealing with the "1+3+7+10" gradient of innovative energy level city(state)mutual Interregional and internal regional collaborative development relationships,the establishment of various cross-regional platforms,carriers and organizations,integration of 21 cities(regions)of resources,through the innovation of the main body and resource flows,to maximize the promotion of cross-regional proliferation of innovation results.
