Research On The Shareholding System Reform Of Rural Community Economic Cooperatives In Chengnan County,Guanhaiwei Town,Cixi City

To solve rural collective economic property rights problem,promote rural economy development,the state council of central committee of the communist party of China promulgated“Opinions about Steadily Push forward the Rural Collective Property Rights System Reform" in December 2016,which pointed out to reform the rural collective property rights system of operational assets,and push the joint stock of business assets cooperative system reform.In 2017,the party's 19th major report pointed out that the reform of rural collective property rights system should be deepened.The central document in 2018 proposed to accelerate the reform of the cooperative system of collective operating assets,and explore new forms and operational mechanisms of rural collective economy.Therefore,this paper analyzes the reform of joint-stock system of rural community economic cooperatives in Chengnan rural area,Cixi city,Zhejiang province,trying to answer:what are the motives and advantages of the shareholding reform in the rural community economic cooperatives in Chengnan rural area?What are the successful practices worth spreading of the rural community economic cooperatives in Chengnan rural area?What are the deepening reform resistance and institutional defects in the rural community stock economic cooperatives in Chengnan rural area?How to solve the existing resistance and perfect the supporting system?The first chapter is an introduction of the "opinions",the party 's 19th report and the macro background of rural community economic cooperatives joint-stock reform of 2018 annual Central file no.1,and then the reasons why selected Chengnan rural area as the cause of the rural community economic cooperatives joint-stock reform are expounded.Furthermore,it makes a theoretical study on the reform of the shareholding system of rural community economic cooperatives.Finally,the research ideas,methods,innovations and shortcomings of this paper are illustrated.The second chapter briefly describes the connotation and theoretical basis of the shareholding reform in rural community economic cooperatives.Through the interpretation for the connotation of the rural community economic cooperatives and the shareholding system reform,it seeks to provide a scientific economic theory that can help analyzes the economic theory of joint stock system reform of rural community economic cooperatives.The third chapter analyzes the motivation and advantages of the shareholding reform of the rural community economic cooperatives in Chengnan rural area.Chengnan rural area economic cooperative is a common rural community economic cooperative in the Yangtze river delta region.unclear property right relations,ossified operation management mechanism,problems such as the difficulties in maintaining and increasing the value of assets and the slow increase in the property income of members,which becomes the intrinsic motivation for the reform of shareholding system,and the good economic foundation,the government's active guidance and other areas of rural community economic cooperatives shareholding reform experience provides the conditions for the shareholding reform of the rural community economic cooperatives in Chengnan rural area.In the fourth chapter,through the study of the reform path of the joint-stock system of the rural community economic cooperatives in Chengnan rural area,it is concluded that the shareholding reform has clarifies the property right relationship between the rural community economic cooperatives in the south of the city,guarantees the shareholders' rights and interests,improves the internal management mechanism and enhances the development vitality,and summarizes the theoretical and practical significance of the shareholding reform of the rural community economic cooperatives in Chengnan rural area.The fifth chapter analyzes the resistance and institutional defects in deepening reform of rural community stock economic cooperatives.The study found that the heterogeneity of the members participate in the reform,the comprehensive low quality of the whole shareholders and the public finance functions become the main obstacles to the deepening reform of rural community stock economic cooperatives.Furthermore,the imperfect relevant policies and regulations,incomplete property rights,incentive and supervision mechanism,and the lack of long-term development mechanism are the institutional defects of the joint-stock economic cooperative in Chengnan rural area.On the basis of the previous research,the last chapter puts forward the suggestions to improve the system of rural community shares in rural areas.The author combines with economic theory knowledge,and suggests pushing the reform of the property right system of the rural community stock economic cooperatives in Chengnan rural area,establishing the mechanism of talent cultivation,perfecting the supervision and incentive mechanism,establishing the long-term development mechanism of divorcing society from government and improving the mechanism of the financial fund support.
