With the development of the "Internet +",e-commerce with the Internet as a trading platform is developing rapidly.Shopping and express delivery have gradually become an indispensable part of daily life,which provides a good opportunity for the development of express industry.Urban express network planning layout has been closely attentioned.In recent years,the demand for rural express has grown rapidly.Major e-commerce and express companies began to focus on rural markets and gradually extended their operations to rural areas.The distribution of terminal nodes in rural areas is far worse than that of cities,and there are many practical problems.This is because the rural areas have scattered population,poor transport conditions,small demand for express delivery and inadequate infrastructure.In this paper,the distribution network and operation of the express delivery of two large express enterprises,Y and S express,are investigated in rural villages of F city.Through investigation and analysis,several kinds of problems are found in the rural area of F city.First,the delivery network setting is unreasonable;second,it is not convenient for villagers to send express delivery;third,the high cost and low profit of the express company;fourth,the various express enterprises repeatedly set points and waste serious resources;fifth,the express service point information is not accurate.Aiming at the above problems,we should consider improving the convenience of the villagers,expanding the market share of the enterprises in the countryside,and breaking the form of "longdistance" self-taking of the original rural express.This paper proposes a mode of "delivery to demand point".The independent distribution model is established on the basis of existing branches to analyze the cost and customer effectiveness of the two express delivery companies.The results show that if we do not change the layout of the existing branches,not take the form of distribution to the demand point,which will cause the enterprise to pay higher cost and the customer is less effective.Then,in order to solve the problem of high distribution cost and low customer utility,this paper considers two enterprises to set up points and distribute together.This paper establishes a bilevel programming model.The upper model uses the CFLP model to minimize the total cost of the enterprise,and the lower model introduces utility function to maximize customer utility.The bilevel programming problem is a leader-follower problem.The upper layer is the main layer and the lower layer is the auxiliary level.Firstly,when solving,the upper layer gives the node selection variable,namely 0-1 variable constraint.Then the lower model obtains the solution of the two levels of common variables,namely volume of traffic to the point of demand,under the constraint of upper model conditions.Finally,the optimal solution is obtained by taking the solution into the upper model.Finally,the genetic algorithm is designed to simulate the data of 4 townships in the city of F,and solve them with MATLAB.The distribution center of S express was selected as the joint distribution center,three branches were selected as the joint distribution network,and the demand point was delivered from the nearest outlet.Through the comparison and analysis of the distribution network,the cost of enterprise and the customer's utility before and after the application of the bilevel programming model,we draw the following conclusions: Firstly,the express network is optimized through the common distribution model,which reduces the number of distribution centers and distribution outlets,and makes the location of express outlets more reasonable;secondly,the convenience of the villagers to send express have been significantly enhanced;thirdly,the enterprise fixed cost and transportation cost significantly reduced;fourthly,after the optimization of the distribution network,it reduces the phenomenon of the repeated establishment of network and repeated distribution of Y and S express enterprises,thus reducing the waste of resources;fifthly,by optimizing express network and adopting the mode of terminal delivery,it reduces the backlog of express delivery and timely update the express information,thus solving the problem of inaccurate information.Further by analyzing the pros and cons of joint distribution mode and the maximum distance parameter sensitivity analysis,validate the advantages of joint distribution mode and application effectiveness of bilevel programming model to solve the problem of network planning.According to the analysis,the author puts forward some reasonable suggestions on Y and S enterprises,which is of positive significance to the development planning of the two enterprises in the town of F.
