Research On The Targeted Poverty Alleviation Policy In The New Era

Since modern times,poverty has been the normal state of life of Chinese farmers.After the reform and opening up,in the face of widespread absolute poverty in rural areas,the government has continuously implemented a series of anti-poverty policies,which has greatly improved the living conditions of farmers and eliminated absolute poverty on the whole.This is a course in which Chinese farmers have struggled for survival.However,these achievements are mainly based on farmers’ free availability and their rights’ protection,rather than on how much the government has invested,because local governments have the characteristics of “soft state”,coupled with the implementation of some transitional policies during the transition period,under the political pressurized system,when a series of goals,including poverty alleviation,were assigned to become political tasks,local government even became factors of poverty for farmers,which greatly offset the actual effect of anti-poverty policies.Therefore,in summing up the past farmers’ effect of getting rid of poverty,concluded that freedom has unlocked anti-poverty shackles and the rule of law has led to the path of anti-poverty,is based on the farmers’ practical ability and due rights.In eliminating absolute poverty,relative poverty is expanding rapidly.That is,Chinese farmers have struggled for excellence and embarked on the journey.Targeted poverty alleviation policy of the new era is implemented under this premise.On the basis of combing and defining,generalizing the characteristics,analyzing the principles of justice,and summarizing the structural problems in the implementation of the targeted poverty alleviation policy,this paper puts it under the Political pressurized system and makes a comparative analysis with the previous poverty alleviation policy.Because under the Political pressurized system,the administrative pressure is amplified and transmitted step by step,and the administrative order is incompatible with market prices and legal authority,As a result,the system has strengthened the inherent structural poverty-causing factors in the past,and these includes poverty alleviation goal’s substitution,poverty alleviation objects mismatching and poverty alleviation responsibility’s shifting,which makes the goal of getting rid of povertydissociated from the local government and poor households,and help the poor for the purpose of poverty alleviation assessment.Targeted poverty alleviation policy is implementing under the new background,because of innovating the mechanism and method of poverty alleviation,makes the above problems relatively effective to resolve.At the same time,Targeted poverty alleviation policy is still implemented under the Political pressurized system.Based on income poverty policy,the government-led industrial poverty alleviation projects have highlighted ideas and behaviors of planned economy;On the attribution of poverty caused by illness and schooling,the causality has been reversed,resulted in the poverty alleviation measures have not touched on the structural problems in the fields of education and health care.In addition,there are also some problems in transforming the achievements of poverty alleviation into improved quality of life.That is,some achievements and measures of poverty alleviation are absolutely beneficial to the non-poor,not the poor,which objectively aggravates the expansion of relative poverty,and weakens the poverty-stricken people’s strength of self-anti-poverty;under the dual pressure of strong incentive and political responsibility,the process of poverty alleviation has demonstrated scenes of speed and passion,and Poverty alleviation has become “producing”poverty-reducing households.After poverty alleviation,that is,after comprehensive well-off,due to the mechanism of institutional poverty reproduction has not been eliminated,as the "three left behind" personnel of the working poor will still be relatively or even absolutely poor,the new poor with defects will also emerge in large numbers.Survival is secure and excellence is slim,and the government will fall into the trap of poverty alleviation.On this basis,based on the megatrend of open society,rule of law society and market economy,this paper enriches the social poverty structure in which rule discrimination is solidified and deformed,and then the evils of uncertainty and expectation disillusionment into connotation of poverty,This should be the government’s main anti-poverty direction,pursuing the ideal of freedom and the rule of law;In terms of this connotation,to improve anti-poverty policies,and through the key point of elimination of rule-based discrimination,to save the poverty-stricken people who have no land,no status,and no occupation,that is,cutting poverty-stricken households and poor people,adopting the strategy of being forward care and looking backward,striving to offer a platform of equitable growth to the promising and youngpoor,and both to the equitable growth of the promising and young impoverished population,so as to strengthen their personal responsibility and competition sense when fighting for the poverty,and reduce the government’s anti-poverty burden.
