Since the 18 th CPC National Congress,China has continued to deepen internal control over its institutions and deepened its reform.The reform covers all aspects of personnel management,income distribution,social insurance,fiscal policies and establishment of institutions.Water utilities as a local water administration department,the main job functions include: flood control and drought relief,dike construction and maintenance,urban drainage,secondary water supply management.In accordance with the requirements of relevant reforms,in recent years,water utilities have conducted in-depth discussions on how to improve the supervision and use of financial resources,improved budget procedures,improved budget quality,and strengthened budget implementation and control.Stage effectiveness.However,from the experience of long-term reform,the reform of the budget system of water affairs institutions is not accomplished in a single step.In the process of budget formulation and implementation,it is not difficult to find that the budget system of water affairs institutions is characterized by imperfect organizational system,lack of corresponding preparatory work,difficulty in guaranteeing the quality of budget formulation and implementation,and so on.In this regard,based on the analysis and research of the theory of total budget management,taking the case of H Water Authority as an example,this paper analyzes in depth the status quo and existing problems of the comprehensive budget management of water affairs units in China based on the research of practical operation and related theories.Through the discussion on the overall budget management of HWB in terms of organizational optimization,process specification and system improvement,it is hoped that the actual situation of HWB in the process of overallbudget management will be completely eliminated and the overall budget management system provided by other water utilities will be improved Learn from.
