Analysis And Design Of The Bidding Mechanism Of Rural Construction Projects In Guangdong Province

With the country's increasing emphasis on the issue of “agriculture,countryside and farmers”,the rural construction project has developed rapidly,and the application of bidding system in this field has become more and more extensive,especially the “Opinions of the CPC Central Committee and the State Council on Implementing the Strategy of Village Revitalization” in 2018.The introduction of rural engineering construction projects are on the increase.With the deepening reform and continuous improvement of the rural system,the conditions for the implementation of market operations in rural construction projects have matured.With the extensive application of the bidding and bidding system in the field of rural construction engineering,there are endless violations of laws and regulations in the tendering and bidding market.In the end,the current bidding mechanism is still not perfect.Guangdong,as a frontline for reform and opening up,has implemented the bidding system at the forefront of the country,among which Shenzhen is one of the cities that has taken the lead in bidding for construction projects,and is also the first innovation pilot for electronic bidding.In view of this,this article starts with the perspective of mechanism design to study the bidding for rural construction projects in Guangdong,which provides a useful reference for further improving the bidding mechanism for rural construction projects in Guangdong Province,and to adjust and improve the rural construction projects for the government.The bidding system provides theoretical supportOn the basis of fully absorbing and borrowing from existing research results,this article supports theoretical and methodological support with the latest research results in engineering,management,and other related disciplines.Based on the analysis of the status quo of the development of bidding for rural construction projects in Guangdong,the relevant theoretical knowledge is used to analyze the influencing factors of the optimization of the bidding mechanism for rural construction projects in Guangdong.And using empirical analysis to test,and finally optimize the design of the bidding mechanism for rural construction projects in Guangdong Province.The main conclusions and innovations of this article are as follows:First,there are problems in the bidding and bidding of rural construction projects in Guangdong Province,such as the non-standard tendering behavior of bidders,the serious violation of rules and regulations by bidders,the black-box operation by tender agencies,and the non-standard and unscientific evaluation process,these problems are particularly prominent in the bidding activities of rural construction projects.The main reasons for this are incomplete bidding mechanism for rural construction projects in Guangdong,which mainly includes the incomplete tendering rules and regulations for rural construction projects,the unsound operating mechanism for bidding for rural construction projects,and the incomplete bidding supervision mechanism for rural construction projects.Secondly,through empirical analysis,we found that the completeness of the relevant laws,regulations and rules and regulations,the level of the rule of law,the degree of marketization,and the degree of social supervision are important factors affecting the optimization of the bidding mechanism for rural construction projects in Guangdong Province.The development degree of the industry association has no obvious impact on the optimization of the bidding mechanism,which is mainly related to the fact that the actual development of various industry associations in the field of rural construction engineering in Guangdong is weak and the social attention is not enough.Thirdly,this paper optimizes the bidding system of rural construction projects in Guangdong Province from the aspects of improving the relevant bidding management system,improving the entire bidding operation mechanism,improving the incentive and reward and punishment mechanism,improving the bidding supervision mechanism and establishing the bidding management system and service platform.
