In recent years,China’s central government budget for budget and the number of executions are realized in the people’s livelihood greatly improved,investment budget is more than 2.9 trillion yuan in 2017,these budgets have focused on education,health care and family planning,fund of primary endowment insurance,social security and employment,and other fields,people’s new anticipation,new requirements are huge in response to the people’s livelihood,is of great significance to the national development and social stability,to alleviate social contradictions.However,the level of service of the people’s livelihood in China mainly depends on institutions at various levels,such as education,health,culture,such as housing,service development,this leads to the livelihood of the people,the construction of the institution of the people’s livelihood issues and has a profound impact on the development of country.Based on the development of the service of the people’s livelihood is of great significance to strengthen the construction of institution,the construction of the internal management level decision institution,according to the relevant national laws and regulations to perfect the internal control system,do a good job in the cultivation of clean government,strengthen risk monitoring.On November 29,2012,the financial department issued the internal control standards for administrative institutions(trial).The regulations mainly include the general principles,the internal control of the unit level,internal control of the business level,risk assessment and control methods,evaluation and supervisors,which came into force on January 1,2014.National construction by increase financial input and deepening the reform of fiscal institution,business unit in China’s current management mechanism is still relatively backward,the internal control consciousness weak,the financial capital utilization rate is not high,lack of consciousness of risk monitoring and measures at the same time.Implementation of the internal control mechanism leads to low operational efficiency of enterprises in China,has many problems in the process of work,in order to change this kind of defects,improve the internal control mechanism institution in our country at present is an urgent need to solve the problems.Based on such background,this paper selected the traffic cost management s unit as an example,draw lessons from the enterprise internal control theory and various literature books,the specific content of the internal control system construction of institution for further study,and put forward improvement suggestions and measures according to its present situation,I hope this article can provide institution reform and perfection of internal control theory of reference and reference.
