The Research On The Current Situation And Countermeasures Of Village-level Financial Management In Huang Gang

Village-level financial management is an important part of rural grassroots work.It not only plays a role in the development of rural economy,farmers' income,consolidation of political power and the stability of rural society,but also relates to the overall situation of our country's reform,development and stability.The standardized village-level financial management work is helpful to protect the fundamental interests of the peasants,to maintain the advanced nature of rural grassroots cadres,and it is of great significance to promote the construction of new socialist countryside.This paper adopts the method of field investigation,literature collection and comparative analysis,based on the rural field research results,and makes a comprehensive analysis on the current situation of village-level financial management in Huanggang.Firstly,the paper summarizes the present situation of rural financial management research at home and abroad,introduces the related concepts,such as main content,characteristics,objectives,system and common mode,and expounds the three modes of village account rural management model,village accounting commission system and village account township(town)management mode.It analyses the advantages and disadvantages of the different modes,and provides reference for the selection of the mode in Huanggang.Secondly,it focuses on the detailed analysis of existing problems of the village-level financial management in Huanggang,and it proposes from different aspects of analysis,such as poor implementation of village-level financial accounting,low business quality of the financial team,not timely financial disclosure,and imperfect system,and discusses the reason of the problems.This part based on the field investigation,combined with the basic situation of village-level financial management and the statistics of agricultural economy in Huanggang.Finally,based on the actual situation,this paper puts forward some measures to regulate the financial management from the degree of attention,the consolidation of the rural economic foundation,the improvement of financial management system,financial supervision countermeasures and financial team construction.
