Analysis On The Effect Of Export Tax Rebate Policy

As one of the common international trade policies,the export tax rebate policy is widely used in China's foreign trade policies and is an effective trade adjustment policy tool.China has a long history of using export tax rebate policy tools in the export of steel products.The adjustment is also frequent.By adjusting,we can see that the government plays a guiding role in supporting high value-added products and repressing resource-based products.This paper studies the effect of export tax rebate policy on ecprt growth rate.Using the multiple-difference method and Custom HS code as the analysing data,collects the export growth rate of steel product from China to Thailand in Chapter 72 during year 2008 to 2011,using the data of three export tax rebates policy documents to compele the panel data.By comparing the export growth rate of same steel product before and after the abolition of the tax rebate,varify whether the export tax rebate policy adjustment could effectively reduced the export rate.The control group consists of 48 HS codes with export tax rebates canceled in July 2010,and other HS codes that did not cancel the export tax rebate were set as the control group.In order to improve the accuracy of policy analysis for the purpose of deliberately,the writer arranges two cases of control groups: control group ? includes the productes which the export tax rebate rate increased in 2009;control group ? includes all other commodities in Chapter 72 except for the 48 HS codes.And do the data analysis for the above two cases.The results show that the export growth rate of both cases has a decline in different degree,indicates that the abolition of export tax rebate rate has a different degree of inhibition of export growth rate,thus verifying the effectivness of the policy.Export tax rebate has the characteristics of flexible adjustment and quick response.The adjustment of export tax rebate rate effectively suppressed the export of steel products,and played a due role in policy-oriented control over Chinese steel product's export trade.
