Research On The Management Of Basic Treasury Financial Funds In Fengze District, Quanzhou City

The fiscal funds of the grassroots Treasury are the material guarantee for the grassroots government and various departments to exercise their public functions,so their management work is also a very important point in the government work.In our country,the national Treasury centralized payment system is as a means of fiscal payment management,under the role of the market economic system,the national Treasury centralized payment method combined with the actual development in our country,the development goal of the primary stage of socialism in our country.Therefore,improving the centralized payment system of the state Treasury can promote the reform of the means of payment of fiscal funds and improve the efficiency and value of the use of fiscal funds.Based on this,the paper selected topic conception of expectation theory can improve the system of centralized payment of research theory and in practice,this paper can help the concentration to better play its role and its social function.So this article on the basis of combining the theory of the existing research both at home and abroad,the quanzhou okanagan valley area national Treasury centralized payment center as the research object,first elaborated the research background and research significance,the content of the then aimed at the research at home and abroad related dynamic research methods and a summary on the above research;Then,the existing financial fund management problems of the central Treasury payment center in fengze district are described in detail.Thirdly,it is necessary to further study and analyze the problems existing in the internal financial funds of the central Treasury payment center in fengze district.On the basis of my own working experience,I studied relevant theories of fund management and put forward corresponding solutions.So this paper mainly analyzes the okanagan valley area of the national Treasury centralized payment center the current financial capital management situation,summarizes the okanagan valley area there are three aspects of the national Treasury centralized payment center,respectively is: budget implementation dynamic monitoring,the agent bank and money payment process.After the problem solving measures are put forward for the three aspects,the content is respectively:(1)strengthening the bank management system,the training institutions to form a complete,and then improve the appraisal mechanism as well as business process management;(2)the budget units to strengthen management,cash extraction,in turn,improve the system of budgeting and audit,comprehensive and perfect corresponding laws and regulations,improve the function of the month in the bank account set up;(3)the current monitoring of budget implementation of dynamic management mechanism for radiation,further to the dynamic monitor and improve the budget,the budget implementation of dynamic monitoring system upgrade.
