| In recent years,it has emerged the attempts that establishing a complete expert database system and information management in China’s expert review work.The attempts that collecting and analyzing a large number of multiple variable data information required by taking the advantages of large and rapid data technology in expert review work,on the one hand providing high-quality assessment data for expert review work,and on the other hand improving the scientificness and speed of expert review analysis.This series of experiments on the agenda has taken the lead in reforming the evaluation model of Chinese experts.The general process of expert review work is going through three phases,the preparatory phase,the assessment implementation phase,and the assessment completion phase.At present,the use of big data technology is often concentrated in the preparatory work stages such as expert bank construction and expert selection in the evaluation practice of experts across China.However,the application of big data technology in other phases of expert review is relatively scarce.Furthermore,the use of big data technology in different stages of expert review by the academic community is just a phrase,and the research on concentration has not been involved.Innovation points:one is the clear division of expert evaluation at different stages,and the detail work task,target and characteristics of each stage.The second is the traditional mode of expert evaluation problem and cause,according to the analysis of expert evaluation work general process one by one.Finally,with big data core technology,trying to build "the big data support,dynamic management,information sharing,efficient and fair,responsibility" as the goal of big data era new expert evaluation model.This paper innovation points:one is the clear division of expert evaluation at different stages,and the detail work task,target and characteristics of each stage,the second is the traditional mode of expert evaluation problem and cause,according to the analysis of expert evaluation work general process one by one;Finally with big data core technology,trying to build a new expert evaluation model in big data era.And"the big data support,dynamic management,information sharing,efficient,fair and responsibility" as the goal of big data era new expert evaluation model.This article has a total of five chapters and four core parts.Among them,the second chapter is the related research.The three Chapter focuses on reviewing the general operational process of China’ s expert review model and the evolution of China’ s expert review model.Including the problems,The fourth chapter focuses on the importance of building a new model model for experts in the era of big data,which is" supported by big data—dynamic management—information sharing—efficient and fair—clear responsibility".Focusing on the connection between big data and expert review models,the reasons for constructing an expert review model based on big data,the technical basis of the expert review model in the era of big data,the analysis of the constituent elements of the expert review model in the era of big data,and the expert review model in the era of big data Specific operational analysis,summary of the operational status of the expert review model in the era of big data,etc.The fifth chapter,the application of the expert review model in the era of big data.The government procurement expert review model as a research point,the improve of expert evaluation management system,the aspects of sound expert database,credit archive repository,evaluation system,etc.Efforts by using the big data technology;In the use of big data optimization information management system,the improvement of the expert review speed and review the level of major breakthroughs;The cases of specific practice shows that the use of big data technology to promote the expert review model is moving toward a new model of"dynamic management,information sharing,efficient and fair,and clear responsibility". |
