As the domestic economy enters a new normal,the tobacco industry is in a critical period,when the manner that an enterprise maintains its profit growth had greatly transformed-the Quality Growth gave way to the Endogenous Growth.The growth relies greatly on the ability of enterprise innovation,and the core of the improvement of enterprise's innovation is the improvement of personnel's quality.Training is an effective way to increase the value of human capital and improve the efficiency of enterprises.This thesis takes F Company as an example,trying to analyze the competency of research personnel,in order to figure out the problems within the training system,and find the solution to improve employees' competency.This thesis focused on the competency model,in the aim of accommodating a competitive training system for research personnel of F Company.Firstly,the significance of promoting cigarette research personnel competency and urgency of adapting competency model to cultivate talent in the order of satisfying human resource development,were thoroughly analyzed.The concepts of training and competency had been reviewed,to realize the research foundation of research personnel training system establishment.Then development personnel structural characteristics and training status of F Company had been summarized,combined with satisfaction survey and key personnel interviews,taking the inherent designer of the most core products as an example,setting up competency model.After demand analysis according to thus established competency model for inherent designer in F company,teaching management system had been established,classified training courses had been arranged training methods of personnel of various gradations been configured,training outcome transformation factor been optimized,as well as related management mechanism.In this way,training work of researchers in the R&D center were well carried out,especially at new staff training,send-out training in department sharing activity and blending technology activity,ensuring the function of research personnel training system.Currently very few competency models for research personnel had been reported,except for some examples in IT industry.As for the tobacco industry,research on the personnel competency focus on the Marketing and Inspection posts in business company,while seldom instances were found for Research post in manufacturing company.Therefore attempts to develop competency model on the basis of product inherent designer in F Company make sense optimization of training system of research personnel in F Company,would provide solid basis for promoting competitiveness of researchers in F Company.
