The Research On Application Of VFM Evaluation In Infrastructure PPP Project In Yunnan Province

Infrastructure is the lifeline of the city and provides the convenience of production and living conditions for the resident.Modern infrastructure is the foundation of developing the logistics industry,commerce and tourism industry.However,the infrastructure construction needs large investment,long cycle and the rate of return on investment is low.The traditional government investment operation model brings huge financial expenditure pressure.Public-Private Partnership(PPP),which can introduce social capital into infrastructure construction projects,has been favored by the government.The PPP mode combines the decisive role of the market in resource allocation with the guiding role of the government in economic and social development,but it has the disadvantages of difficulty in coordination and complex operations.It is not necessarily applicable to all infrastructure projects.The government should use the Value for Money(VFM)evaluation to determine to adopt PPP mode or not.This paper takes the VFM evaluation of infrastructure PPP project in Yunnan Province as the research object.First of all,it analyzes the concepts and characteristics of the PPP mode and the VFM evaluation,the connotation and common forms of financing of the infrastructure.It establishes a foundation for subsequent research.Secondly,based on the research status of infrastructure PPP mode in Yunnan Province,it analyzes the necessity of applying PPP mode in infrastructure projects.And then,it builds VFM qualitative evaluation system based on analytic hierarchy process and quantitative evaluation framework based on “PSC-PPP” method,refines the evaluation process and proposes an applicable VFM qualitative and quantitative evaluation method.Finally,the VFM qualitative and quantitative evaluation is applied to the water supply project of Taiping New Town.On the basis of the analysis on specific data and data,it verifies the applicability and feasibility of the VFM evaluation method andprovides the quantifiable basis of the infrastructure PPP project model in Yunnan Province.
