Study On The Change Of Priority Order Of Rural Public Goods Supply In Linxia Prefecture

The research on the supply of rural public goods plays an important role in improving the traditional mode of agricultural production,accelerating the transformation and upgrading of rural industries,and promoting the prosperity of rural economy.The most common and most suitable way to study this problem is to study the supply priority problem,and at the same time,it is possible to realize the optimal supply state on the basis of fully considering the farmers’ own demand.Therefore,based on the characteristics of economic development in Linxia Prefecture and the unique local political and cultural environment,this paper makes a study on this issue from the perspective of farmers’ needs through the comparison of priority order in different periods.At present,the domestic scholars in the study of this problem generally use the provincial or larger regions to explore the priority of their supply,resulting in the lack of effective pertinence.Secondly,the overwhelming majority of scholars generally analyze the status of the region and lack the understanding of the real motivation behind the evolution of farmers’ demand,so it is reflected out.The problem is also difficult to avoid,and the guiding significance of the priority is not strong.Therefore,on the basis of the existing theoretical research,this paper analyzes the real reasons behind the change of farmers’ demand through the research and comparative analysis of the priority order of different periods in Linxia state,which makes the proposed theoretical proposal more comprehensive,more pertinent and more suitable for the local situation.In addition to the introduction and the conclusion,this paper is divided into five parts:In the first part,through the detailed interpretation of its connotation and its characteristics,this paper has a clear understanding of the problem,and its related theories are interpreted in detail,which will pave the way for the logic of this article.In the second part,first of all,the local economic development in Linxia prefecture is explained in detail to understand the characteristics of local economic development as a minority region.Then the supply situation of rural public goods and the particularity of supply environment in Linxia state are elaborated from three aspects respectively,which is the theoretical support for the later research and its cause analysis.In the third part,the logic of "determining the priority order of supply based on the demand of farmers" is expounded,and the theoretical explanation is made for the research angle and the logic of the article.Then,based on the data of the field visit in2016,this paper makes an empirical analysis on the priority order of local rural public goods,and draws the priority order of supply at the present stage.The fourth part makes a comparative analysis of the priority order in the two periods,obtains the order of priority and its change range,and analyzes the reasons from the three levels of the government’s actual input,the change of its own demand and the social environment.The fifth part mainly through the above research obtains "Linxia prefecture did not combine the farmer household’s realistic demand to launch the effective supply;the supply present situation is difficult to satisfy the farmer’s realistic need;lacks the long-term supply mechanism which takes the demand as the direction" and so on related conclusion.Therefore,the Linxia government should "combine the demand of farmers,realize the best supply state of rural public goods,optimize the supply structure,reach the optimal supply level of rural public goods,establish a long-term mechanism," In order to improve the supply status of local rural public goods,improve the satisfaction of farmers’ demand and accelerate the development of rural economy,we should make sure that the expenditure efficiency of financial funds reaches the best.
