With the continuous development of economy,China's manufacturing industry has been developing rapidly and has gained the leading position in the world.At the same time of rapid economic growth,some environmental problems emerge.How to realize the coordinated development of economy and environment is how to realize the intensive growth of "low investment","high yield","low pollution" and "high efficiency",thus improving the development level and competitiveness of China's manufacturing industry.The environment has the characteristics of externalities,and enterprises alone can't solve the problems between the environment and the economy well.Therefore,government intervention is particularly important.Accordingly,this paper puts forward the research topic of the efficiency and influencing factors of the technological innovation of China's manufacturing industry under environmental regulation,which aims to provide a theoretical basis for the government and enterprise managers to solve the coordinated development of the environment and economy.By introducing the environmental regulation factors,this paper establishes the unexpected output model to calculate the technological innovation efficiency value under the environment regulation,and calculates the technological innovation efficiency value under the no environmental regulation based on the traditional DEA(Data Envelopment Analysis)model,and then compares the two and analyzes the reasons.In the stage of the new process,the efficiency of technological innovation is analyzed in stages,and the dynamic changes of technological innovation efficiency are analyzed by Malmquist index method.Finally,we use panel data regression model to analyze the influencing factors of technological innovation efficiency under two circumstances of environmental regulation.The main contents of this paper include the following aspects:First,this paper introduces the theoretical basis of the relevant research,including the theoretical foundation of technological innovation,the basis of efficiency theory,the measurement method of the efficiency of technological innovation and the related theories of environmental regulation.Second,according to the previous research and the purpose of this study,we build an input output index system.This paper introduces environmental factors and selects environmental pollution index as a measure of environmental regulation.Third,through the construction of the traditional DEA model and the unexpected output model based on the environmental pollution index,this paper makes an empirical analysis on the value of the technological innovation efficiency of the 27 manufacturing industries in China.First,we use the traditional DEA model to calculate the efficiency value of technological innovation under no environmental regulation,then use the undesired output model to calculate the technological innovation efficiency value under the environmental regulation,and then compare the two and analyze them.Secondly,the two stage DEA model is used to analyze the technological innovation efficiency in stages.Finally,we use Malmquist index to analyze the efficiency of technological innovation dynamically.Through empirical analysis,it is found that the overall efficiency of technological innovation in China's manufacturing industry is low,and the average technological innovation efficiency under environmental regulation is higher than the average technological innovation efficiency without environmental regulation;the overall efficiency of the transformation efficiency of our manufacturing industry under environmental regulation is not high,and the efficiency of this stage is lower than that in the stage of scientific and technological research and development;The change index of innovation efficiency showed a trend of first decline and then rise.Fourth,in this paper,we use panel data regression model to compare and analyze the influencing factors of technological innovation efficiency under two circumstances of environmental regulation.The results are as follows: in the context of environmental regulation,there is a positive correlation between market structure,technological innovation,enterprise scale and technological innovation efficiency,and there is a negative correlation between the manufacturing output,the introduction of foreign investment and the efficiency of technological innovation.In the context of no environmental regulation,government subsidies and human capital quality have a positive impact on the efficiency of technological innovation,while market structure,technological innovation,enterprise scale,and industry product renewal capacity have a negative impact on the efficiency of technological innovation.Finally,the research results are summarized and analyzed,and the future development trend is prospected.
